Description
The Health Economics Advisor serves as a senior technical advisor to the USAID Health Team, especially in the area of HIV/AIDS programming. United States (U.S.) government HIV/AIDS guidance, planning, budgeting and reporting have made dedicated health economics capacity in the Mission essential to the success of USAID HIV/AIDS and Tuberculosis programs in South Africa. The Health Economics Advisor manages health economics research, costing studies, financial capacity building, health financing technical assistance, expenditure analysis, and the development of unit expenditures for budget planning of the HIV/AIDS portfolio. S/He is a critical part of the Health Systems Strengthening (HSS) team and provides general HSS technical assistance to the broader health office portfolio. S/He is actively engaged in the U.S. government inter-agency as part of the PEPFAR HSS Technical Working Group, PEPFAR Strategic Information (SI) Technical Working Group, and the U.S. Embassy Economic Section Working Group on Development. S/He works closely with the South African Department of Treasury, Department of Health, and other South African government institutions to advance the goals of PEPFAR. S/He assists the Mission in the development and implementation of effective strategies for outreach to private corporations and other potential alliance partners to further partner, PEPFAR and USAID health objectives. S/He will also manage public private partnership agreements with specific implementing partners. The Advisor collaborates with all members of the USAID team, other USG agencies involved in PEPFAR, counterparts in South African government ministries and agencies, a wide range of civil society and private organizations, and other donor and international organizations working on programs and systems related to health and HIV/AIDS.
