- Solicitation Attachment #4 Solicitation Attachment #3 Solicitation Attachment #2 Solicitation Attachment #1 Solicitation SF Form 33 This is the official Request for Proposal for this request. The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Development, Management, and Control of Drug Informants course. The IARNG anticipates award on or about 17 May 2016. Initial award will be for a base period from date of award to 30 September 2016, and will consist of a maximum of four (4) iterations of the course with dates and locations to be determined. The award will also be for one (1) option period that will include a maximum of 10 course iterations, dependent upon available funding and need determined by MCTC, with dates and locations to be determined from 1 October 2016 - 30 September 2017. The requested course shall provide a three-day, 24-hour block of instruction to law enforcement officers and/or military personnel. The course shall examine the most frequently encountered informant use issues faced by contemporary counter-narcotics investigators. It shall offer a comprehensive and systematic review of model policies and procedures governing the utilization of informants for drug investigations. Other key issues relating to the utilization of confidential informants shall be emphasized, such as the following: developing policy for the use of informants, attributes of productive informants, undesirable sources, criteria for informant status, informant motivations, use of special category informants, informant recruiting and development, informant identification and documentation, informant control mechanisms, and use and effective management of informants. In addition, insights into the pitfalls of agent, supervisor, and agency informant relationships shall be thoroughly discussed. An experienced and qualified instructor shall advise students on the legal issues, obligations, and legal standpoints on the use of confidential informants. This lecture shall include, but not limited to, the following topics: warrantless consensual intercepts, probable cause based on informant information, disclosure of informant's identity, citizen informants and anonymous tips, the Gates decision, entrapment issues, using jailhouse informants, possible Brady violations, 5th and 6th Amendment issues, and specific guidelines on making prosecutable cases using informants. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
