THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. OVERVIEW: 1)The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement to obtain both fixed schedule and non-scheduled courier services for the Kansas City VA Medical Center. Five days per week the contractor will furnish fixed schedule one-way courier services for laboratory, medical records and miscellaneous clinical and office supplies between the following Community Based Outpatient Clinics (CBOC) and the VA Medical Center, 4801E Linwood, Kansas City, MO 64128-2226 "702 E. Young Street, Warrensburg, MO 64093. "17140 Bel-Ray Place, Belton, MO 64012. "501 S. Hospital Drive, Paola, KS 66071. "322 South Prewitt, Nevada, MO 64772. "1111 Euclid, Cameron, MO 64429. "197 South McCleary Road, Excelsior Springs, MO 64024. "10500 Mastin Street, Overland Park, KS 66212. "4251 Northern Avenue, Kansas City, MO 64133 2)On a call basis the contractor will furnish courier services 24 hours/day/ 7 days/week, for deliveries of pharmaceutical packages within 100 mile radius of the VA Medical Center, Kansas City, MO, i.e. from KCVA to another facility or patient or from another hospital or company to the KCVA. (2). 3)It is anticipated that a base one (1) year with up to four (4) one (1) year options contract will solicited and awarded. The government intends to award an Indefinite Quantity/Indefinite Delivery (IDIQ) fixed-price contract. The North American Industry Classification System (NAICS) for this requirement is NAICS 492110 - Couriers and Express Delivery Services, which has a size standard of 1,500 employees. SERVICES TO BE PROVIDED: The Contractor shall furnish all supervision, labor, materials, equipment, vehicles, meals and other related items necessary to perform courier services. All work is to be performed in accordance with the guidelines established by the Federal, State and local regulations and ordinances. 1)Services shall include pickup and delivery of all clinical supplies, laboratory specimens (blood/body fluids), administrative materials, etc. used in the daily operation of an outpatient clinic. 2)Laboratory specimens, i.e. body fluids, will be properly packaged by VA personnel for transportation. Laboratory specimens and supplies will be in envelopes approximately 8" x 11", 10" x 14", 10" x 10" x 10" to 12" x 12" x 24". Refrigerated items will be in Styrofoam coolers approximately 12" x 12" x 20". 3)Items shall be picked up between the hours of 7:00 a.m. and 11:00 a.m. Monday through Friday and delivered to the CBOC the same day. Return items will be picked up at the CBOCs Monday through Friday between 11:00 a.m. and 3:00 p.m. and shall be delivered to the appropriate and Kansas City VA Medical Center Pharmacy office areas between the hours of 1:00 p.m. and 5:00 p.m. the same day. 4)Non-scheduled Pickups shall be within one (1) hour of notification by Pharmacy Staff and delivery within two (2) hours. 5).Personnel and vehicles must meet licensing and certification requirements of the State of Missouri. SPECIFIC RESPONSE INSTRUCTIONS: Please submit your response (capability statement) in accordance with the following: 1)No more than 5 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; 2)Address if your firm has the capability to perform the services listed above; 3)Address how long it would take from the date of contract award for you to commence furnishing services; 4)Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. 5)If Service- Disabled or Veteran Owned Small Business, is your company and/or partners registered in VA's VetBiz repository? 6)Mark your response as "Proprietary Information" if the information is considered business sensitive; 7)NO MARKETING MATERIALS ARE ALLOWED IN RESPONSE TO THIS RFI. The Government will not review any other information or attachments included, that are in excess of the 5 page limitation.
