- NOTICE OF INTENT FOR PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Network Contracting Office (NCO) 3, James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to BBLM Architects, 924 Cherry Street, Philadelphia, PA, 19107. BBLM Architects is to modify the project design for unforeseen site condition, structural & foundation and furnish all necessary labor to provide construction period services (CPS). Place of performance: VA Lyons Campus 151 Knollcroft rd, Lyons, NJ 07939 Period of Performance: The period of performance is 730 calendar days from award notice. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than 04/11/2016 at 1:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after 04/11/2015, at 1:00 PM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with BBLM Architects. The government believes that the below described services (please see the SOW) cannot be provided by another firm within a timely and practical manner. BBLM Architects has been preforming the AE services for this project, but the design funds expired as of 09/30/2015 due to the construction delay. The VA needs to continue with this project, and BBLM Architects has unique capabilities to provide the government's requirement within a timely and practical manner. The government believes that it would be highly unusual for another design professional to take on the aforementioned responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination as to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. Statement of Work: The contractor shall provide services to complete Construction Period Services not completed before the funds expired for FY 2015 (15 site visits and Construction Period Services). Modifications for unforeseen site conditions, structural / foundation -Review electrical drawings for the layout of conduits through the new and existing walls. -Review effect of existing duct bank (which will eventually be removed) on the new wall. -Redesign the concrete retaining wall with sleeves for the conduits and to accommodate the existing duct bank temporarily. -Design a replacement wall for the existing brick and block wall of the existing Electrical Room. -Prepare structural drawings (revisions to existing drawings as required) documenting the sleeves through the concrete wall for the conduits. -Redesign of site grading, including the possible addition of a new retaining wall, to accommodate number and location of new underground conduit. -Coordination with all trades on the final layout and the architectural/civil/site/ structural requirements The A/E shall provide upon completion of construction "As-Built" drawings to the VA. "As-Built" drawings shall be based on marked up prints from the Construction Contractor.
