- Notice of Intent. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Oxford Instruments, located in Concord, MA to purchase a Nordlys Nano EBSD Detector for an existing NIST owned JEOL 7100F Scanning Electron Microscope. Sole source justification is based on the following: The Materials Measurement Science Division of NIST performs crystal orientation and strain mapping of structures including MEMS and microelectronic devices with nanoscale resolution using Electron Backscatter Diffraction (EBSD). These EBSD measurements are performed on a NIST owned JEOL 7100F scanning electron microscope (SEM) with an existing Nordlys 2 EBSD camera. This EBSD camera is 14 years old and is not sensitive enough to collect EBSD patterns at low (5 kV and below) beam energies and low beam currents. NIST scientist are unable to continue pushing the length scale of EBSD operation due to the lower sensitivity of the current camera; however, newer generations of cameras have more sensitive phosphor and CCD pairs. This new camera will allow NIST to continue pushing the spatial and strain resolutions of EBSD measurement techniques. The EBSD camera is a bolt on detector unit on the back commercial SEM. The contractor must supply a new Nordlys Nano EBSD camera with four quadrant forescatter detectors, install and calibrate the unit, and demonstrate proper function of the new camera as well as its integration into the existing Aztec control and analysis software. This will be a sole source requirement because Oxford Instruments is the only vendor capable of supplying an EBSD camera to integrate with NIST's already existing analytical tool suite for the JEOL 7100F. The currently owned analytical package for the 7100F is an Oxford Instrument supplied system and includes both Energy Dispersive X-ray Spectroscopy (EDS) and EBSD. This package includes two detectors in the SEM (EBSD and EDS), as well as hardware units responsible for controlling the Oxford detectors and the JEOL SEM components, and the Aztec software that allows the user to perform analytical EBSD, EDS and combining EDS & EBSD experiments. Due to the extensive integration required with the other already in service Oxford Instruments components, and the proprietary nature of these systems, Oxford Instruments is the only vendor capable of providing a new EBSD camera for this system. The approximate cost of an entirely new analytical setup (EBSD & EDS detectors, controllers, and software) from Oxford or another competitive vendor would not be in the best interest of the Government. It is based on this rationale that NIST has concluded Oxford Instrument is the only source reasonably available. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code for this procurement will be 334516-Analytical laboratory instrument manufacturing and the small business size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 12:00EST April 15th, 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
