Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. DTRT5716Q80048 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-87-1, effective March 16, 2016. The NAICS Code is 541990; the Small Business size standard is $15 million. This combined synopsis/solicitation notice is for Full and Open Competition. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, in support of the Federal Aviation Administration's(FAA) Office of Environment and Energy (AEE-300), is developing an Emissions Data Assurance Plan (EDAP)for the accurate and reliable assurance of certification data engine emissions, in accordance with the Statement of Work (SOW) below. Statement of Work (SOW) - Begin BACKGROUND The Volpe National Transportation Systems Center (Volpe Center), in support of the Federal Aviation Administration's (FAA) Office of Environment and Energy (AEE-300), is developing an Emissions Data Assurance Plan (EDAP) for the accurate and reliable assurance of certification data of aircraft engine emissions that are regulated by the International Civil Aviation Organization (ICAO) and under U.S. regulations 40 CFR Part 87, Control of Air Pollution from Aircraft and Aircraft Engines, and 14 CFR Part 34, Fuel Venting and Exhaust Emission Requirements for Turbine Engine Powered Airplanes. The intent of this initiative is to provide support to AEE-300 in their policy and oversight authority of aircraft engine emissions certification data. Volpe and FAA have been tasked with coordinating and fulfilling initiatives to provide FAA Designated Engineering Representatives and Organizational Delegation Authority Unit Members with additional authority to plan and approve of aircraft engine emissions under Section 312 of the FAA's Reauthorization Act of 2012. The FAA's Reauthorization Act of 2012 recommends that FAA develop plans to increase delegation authority to aircraft and engine manufacturers; review legal issues that might prohibit increased authority to aircraft and engine manufacturers in the area of emissions; further specify Knowledge, Skills and Abilities (KSAs) for conducting aircraft and engine emissions oversight, and revising training, policies and procedures related to the delegation of emissions oversight. US regulations for commercial aircraft and engine emissions are generally harmonized with those of ICAO's International Standards and Recommended Practices, Annex 16, Volume II, Aircraft Engine Emissions. These standards are incorporated into U.S. regulations in 40 CFR Part 87 and 14 CFR Part 34. Aircraft engine emissions regulations currently apply to smoke number (SN), hydrocarbons (HC), carbon monoxide (CO), and oxides of nitrogen (NOx). In the coming years, it is fully expected that ICAO standards for aircraft emissions will also be established for carbon dioxide (CO2) in a new, Volume III, of ICAO Annex 16 and an engine non-volatile particulate matter (nvPM) emissions standard following ICAO's Committee of Aviation Environmental Protection's (CAEP's) meeting in February 2016, and that these new standards for CO2 and nvPM will subsequently be adopted into the U.S. regulations in 40 CFR Part 87 and 14 CFR Part 34. OBJECTIVE The objective of this PR is to develop an EDAP that will validate and give confidence in the quality of aircraft engine emissions data that is obtained by manufacturers during the engine certification process. This data is not only used to approve aircraft engine type certificates, but also for reporting, emissions inventories, air quality and atmospheric modeling, and assessing opportunities to reduce aircraft emissions overall. It is anticipated that civil aviation authorities will be the primary users of this plan, but it may also be used by manufacturers to give confidence in the emissions data that they are generating during the implementation of their engine emissions certification programs. The EDAP may consist of simple software, checklists, procedural guidance, or other methods that might be considered in assuring the quality of aircraft engine emissions data. STAFFING APPROACH The contractor shall provide an individual that has prior/current experience in the following areas: o Aircraft engine emission testing o Aircraft engine certification requirements and procedures o ICAO working methods and procedures o Title 14 Code of Federal Regulations (CFR) part 21 o Title 14 Code of Federal Regulations (CFR) part 25 o Title 14 Code of Federal Regulations (CFR) part 34 o Title 40 Code of Federal Regulations (CFR) part 87 o Advisory Circular (AC) 25 o Advisory Circular (AC) 34 GOVERNMENT FURNISHED MATERIAL All materials to be reviewed as part of this work will be provided to the contractor by the Volpe Center by email or direct mail. Codes of Federal Regulation can be found online at the following link: http://www.ecfr.gov/cgi-bin/ECFR?page=browse Advisory Circulars can be found online at the following link: https://www.faa.gov/regulations_policies/advisory_circulars/index.cfm/go/document.list TASKS Work Tasks will consist of the following 10 tasks: Task 1: Project Management Project management best practices will be used to track and report project technical progress, deliverable status, and financial status. A. Progress Reports: Written reports will communicate progress and /or any problems in completing project tasks. The deliverable for this sub-task will be Quarterly Reports, provided to the Volpe Contracting Officer's Representative (COR) and Project Manager (PM) by email within two weeks of the end of each three-month period starting from the award date. B. Meetings: As needed, the Contractor shall participate in teleconferences to communicate progress, next steps, and any problems in completing project tasks. The deliverable for this sub-task will be meeting notes, provided to the Volpe COR and PM by email within two days of the end of each meeting. It is expected that meetings will be monthly, starting with a project kickoff meeting to be held within two weeks of date of award. No travel will be required to attend these teleconference-based meetings. C. Project Plan: The Contractor shall outline resources and schedule and map out how the work will be accomplished in a detail Project Plan. The deliverable for this sub-task will be a Project Plan in MS Project format, updated quarterly and emailed to the Volpe COR and PM. Task 2: Data Assurance Procedures for Gaseous Emissions and Smoke The Contractor shall review requirements and guidance for the measurement and reporting of gaseous emissions and smoke (Annex 16, Vol II; 14 CFR Part 34; 40 CFR Part 87; ICAO Environmental Technical Manual (ETM); manufacturers' test reports) and develop a draft report on engine certification requirements and procedures that are currently required and being practiced by manufacturers. Included in this task is the development of an Excel spreadsheet that inputs raw measurement values during emissions certification and produces the corrected emissions certification values that an original equipment manufacturers (OEM) would submit for approval by a Certificating Authority. There will be a draft report and final report, and the final report will incorporate Volpe and FAA comments into a final Emissions Data Assurance Plan (EDAP) report and spreadsheet. The deliverables for this task are a draft EDAP report and spreadsheet that will be emailed to the COR and PM by September 30, 2016, and a final EDAP report and spreadsheet that will be emailed to the COR and PM by November 30, 2016. Task 3: Data Assurance Checklists for Gaseous Emissions and Smoke The Contractor shall translate requirements and procedures for determining gaseous emissions and smoke into draft assessment checklists that may be used by Volpe, FAA, manufacturers and others to assess and assure the quality of aircraft engine emissions data. There will be a draft set of checklists and a final set of checklists, and the final checklists will incorporate Volpe and FAA comments. The deliverables for this task are draft checklists in MS Word or Excel format that will be emailed to the COR and PM by April 30, 2017, and final checklists that will be emailed to the COR and PM by May 31, 2017. Task 4: Data Assurance Trial Assessment for Gaseous Emissions and Smoke The Contractor shall conduct a data assurance trial assessment for gaseous emissions and smoke. This trial will be based on engine test reports, FAA interviews, and manufacturer interviews. The deliverable for this task is a data assurance trial assessment report in MS Word format that will be emailed to the COR and PM by July 31, 2017. Task 5: Data Assurance Guidance for Gaseous Emissions and Smoke Assessment The Contractor shall provide guidance to Volpe and FAA technical staff on the EDAP for gaseous emissions and smoke assessment. This guidance will be provided through demonstrations, presentations, and exercises delivered via webinar, online applications (website and email), and in-person meetings at FAA offices in either New England or Washington, DC (the contractor will be notified of the exact dates and locations of the meeting at least 30 days in advance of the meeting). The deliverables for this task will be the guidance materials (demonstrations, presentations, and exercises in MS Word, MS PowerPoint, and online). Travel to New England or Washington, DC, for three days will be required as part of this task. All guidance will be provided to the COR, PM, and other technical staff at Volpe and FAA by August 31, 2017. Task 6: EDAP Final Report The Contractor shall deliver a Final EDAP Report that includes the final EDAP spreadsheets, checklists, and guidance. The Final EDAP Report is due September 30, 2017. TRAVEL As mentioned in Task 5, the Contractor will be required to travel to an FAA office in New England, or Washington, DC, to provide demonstrations to Volpe and FAA staff. All travel performed under this contract shall be performed in accordance with Federal Travel Regulation (FTR). The actual costs for lodging, meals, and incidental expenses will be considered reasonable and allowable if they do not exceed the maximum per diem rates in effect at the time of travel as set forth in the FTR. In accordance with FAR Subpart 31.205-46, a written justification must be provided to the COR for amounts higher than the FTR maximum amounts. Travel will be reimbursed at actual costs (with a copy of the receipts for expenses) in the following categories: 1.) Airline Tickets (commercial rates) 2.) Hotel Expenses (Government rates unless pre-approved by the COR) 3.) All Other Modes of Transportation (Taxi receipts are not required if less than $75.00) Food and other miscellaneous expenses will be reimbursed at the prevailing FTR reimbursement rates. DELIVERABLES AND PERIOD OF PERFORMANCE Project deliverables will be required according to the format and dates outlined in the following table. All work will begin upon date of award and be completed by September 30, 2017. See Attachment No. 1 for the Deliverables Table. Statement of Work (SOW) - End REQUIREMENTS/SPECIFICATIONS The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable proposal. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. An Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certifications electronically using the System for Award Management (SAM) accessible via http://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically in SAM, the Offeror shall complete only paragraphs (c) through (o) of this provision. The Offeror is reminded that if it completes its annual representations and certifications electronically in SAM it must update its representations and certifications as necessary, but at least annually, to ensure they are kept current, accurate, and complete. The following FAR provision is incorporated by full text: FAR 52.203-98 PROHIBITION ON CONTRACTING WITH ENTITIES THAT REQUIRE CERTAIN INTERNAL CONFIDENTIALITY AGREEMENTS-REPRESENTATION (DEVIATION FEB 2015) (a) In accordance with section 743 of Division E, Title VII, of the Consolidated and Further Continuing Resolution Appropriations Act, 2015 (Pub. L. 113-235), Government agencies are not permitted to use funds appropriated (or otherwise made available) under that or any other Act for contracts with an entity that requires employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (b) The prohibition in paragraph (a) of this provision does not contravene requirements applicable to Standard Form 312, Form 4414, or any other form issued by a Federal department or agency governing the nondisclosure of classified information. (c) Representation. By submission of its offer, the Offeror represents that it does not require employees or subcontractors of such entity seeking to report fraud, waste, or abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. (End of provision) NOTE: VISITOR IDENTIFICATION REQUIREMENTS FOR FEDERAL FACILITIES (MAR 2016) In accordance with the Department of Homeland Security (DHS) phased enforcement plan for the REAL ID Act (see DHS's REAL ID website), visitors seeking access to military bases and almost all Federal facilities using their state-issued driver's licenses or identification cards must present proper identification issued by REAL ID compliant states or a state that has received an DHS extension. Any visitor from a noncompliant State or other jurisdiction will need to provide an acceptable alternate form of identification with photo (e.g., U.S. Passport) to enter the Federal facility. When planning a visit to a Federal facility or military base, visitors should contact the facility to determine what identification will be accepted as well as check DHS's REAL ID website for the most up-to-date information on individual state compliance as status can change over time. This facility entry requirement applies to visitors only. This requirement has no impact on badged Federal and Contractor employees. Driver's licenses from all states are still acceptable identification in the issuance of Federal PIV cards (badges) and for entry in the case of a lost or forgotten PIV card by a badged Federal or Contractor employee.
