Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. US Army Corps of Engineers - Omaha District, intends to issue a Firm-Fixed Price contract to F&D International, LLC, located at 5723 Arapahoe Ave. Ste. 1B Boulder, CO 80303 on a Sole Source basis. Description of work- This is a non-personal services contract to provide construction management assistance (Junior Engineer) at Colorado Springs, CO. Duties will include- Assist Resident Engineer with all assigned construction. Review construction submittals and ASIs and recommend approval or rejection based on contract requirements. Review Requests for Information (RFIs) and recommend response based on contract requirements. Prepare correspondence (serial letters, transmittal letters, etc) as needed to support contract requirements. Establish/maintain coordination on all construction matters. Insure complete & up-to-date sets of various records are being maintained. Advise of the need for construction changes & provide construction/technical expertise for resolution. Review scopes of work for modifications. Review construction schedules, monitor project schedule during construction. Meet periodically with using agency to discuss construction status/issues. Duration of the contract is 10 months from date of award Authority-FAR 13.106(b) The Government's intent was to solicit and award this requirement using a current Blanket Purchase Agreement (BPA). However competition has been restricted due to lack of available capacity. It has thus been determined that it is in the Government's best interest to award this requirement as a sole source. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541990, "All Other Professional, Scientific, and Technical Services" The size standard as defined by the U.S. Small Business Administration is $15M All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Responses and questions shall be submitted to Matthew.D.Hibbert@usace.army.mil. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
