- SOLICITATION N0025316R0011 Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for non-commercial MK 54 Igniter, Torpedo, in accordance with (IAW) drawing 7054065D,7054066D + 54/NUE14072-001 PARA 4.3, 4.3.1 AND 4.4. This requirement is being issued as a synopsis for non-commercial Items in accordance with FAR 15.101-2 supplemented with additional information included in the solicitation. This requirement is for: CLIN 0001: CDRL - Inspection System Plan IAW CDRL A001. Delivery 15 days after contract award. Allow fifteen (15) days for Acceptance. Not Seperately Priced. CLIN 0002: CDRL - Neyer Test Plan. IAW CDRL A002 Delivery 30 days after contract award. Allow fifteen (15) days for Acceptance. Not Seperately Priced. CLIN 0003: CDRL - Progress Report. IAW CDRL A003 Delivery 30 days after contract award. Allow fifteen (15) days for Acceptance. Not Seperately Priced. CLIN 0004: First Article Test - Provide Igniters, Torpedo in accordance with drawings7054065D, 2526718W, 2526718, 7516664- +MK54/NWSE/I08054 NOR 1,7054066D + 54/NUE14072-001 PARA 4.3.2 and 4.3.3, MIL-DTL-23659 andNAVSEAINST 8020.5c, and all other associated documents. Delivery 60 days after contract award. Allow fifteen (15) days for Acceptance. CLIN 0005: CDRL - First Article Test Report, IAW CDRL A004. Delivery 60 days after contract award. Allow 15 days for acceptance. Not Seperately Priced. CLIN 0006: Neyer Testing - IAW Statement of Work, drawings 7054065D, 2526718W, 2526718, 7516664 - MK54/NWSE/I08054 NOR 1, 7054066D + 54/NUE14072-001 PARA 4.3.2 AND 4.3.3, MIL-DTL-23659 AND NAVSEA INST 8020.5c and all other associated documents. Delivery is 45 days after First Articla Test. Allow 15 days for Acceptance. CLIN 0007: CDRL - Neyer Test Report - IAW CDRL A005. Delivery: 45 days after First Article Test Acceptance. Allow fifteen (15) days for Acceptance. Not Seperately Priced CLIN 0008: CDRL - Ammunition Data Card - Provide in accordance with CDRL A006. Delivery: 360 days after First Article Test Acceptance. Allow fifteen (15) days for Acceptance. Not Seperately Priced. CLIN 0009 - Igniter, Torpedos Production- 500 each - IAW drawings 7054065D, 2526718W, 2526718, 7516664 - + MK54/NWSE/I08054 NOR 1, 7054066D + 54/NUE14072-001 PARA 4.3.2 AND 4.3.3, MIL-DTL-23659 AND NAVSEA INST 8020.5c and all other associated documents. PACKAGE AND SHIP PER NAVSEA SW020-AC-SAF-010 EIGHTEENTH REV. Delivery is 360 days after First Article Approval or 420 days after contract award if First Article is waived. Offers will be evaluated on the basis of the lowest price, technically acceptable, past performance acceptable offer. In order to be considered awardable, an offer must be rated "acceptable" in every non-price factor. The solicitation number for this requirement when issued will be N00253-16-R-0011. It is anticipated that the resultant contract will be a firm-fixed price contract. The applicable NAICS code for this requirement is 335920 with a small business size standard of 750. This solicitation will be a full and open competition procurement. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Restricted Drawings and Technical Information are only available by accessing Federal Business Opportunities (FBO). Registration instructions and Vendor Guide books can be found on the FBO homepage https://www.fbo.gov. Drawings referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors/contractors appointed Data Custodians that are registered with Defense Logistics Information Service(DLIS) Joint Certification Program (JCP). Vendor's/Contractor's Data Custodian's that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/ or by phone at 888-352-9333. Drawings for this solicitation will be posted to the FBO website: https://www.fbo.gov. Bidders who have registered with FBO and have registered in DLIS JCP can access this data under solicitation number: N00253-16-R-0011 once the solicitation is released. It is anticipated that the solicitation and drawings will be available for download on or around 06 April 2016. The closing date of the solicitation will be 06 May 2016, unless a later date is specified in the solicitation. The RFP will be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from the website and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposal may render a vendor's offer non-responsive and result in rejection of the same.
