DRAFT SPECIFICATION REVIEW: Companies are encouraged to review the attached draft specification and provide comment regarding the anticipated requirements for the two rail-mounted Ship-to-Shore Container Cranes, which will be built to the design drawings of United States registered professional engineers and will be installed at Military Ocean Terminal, Concord (MOTCO), Concord, California. Comments and questions on the draft specification received by May 13, 2016 will be used to help refine the specification in preparation for a formal RFP. All Offeror responses will be treated as confidential; however, responses should not contain proprietary business information. Please reference the above solicitation number when responding to this notice. This notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kid by the government to issue a formal solicitation or ultimately award a contract in connection with this announcement. The U.S. Government is in no way liable to pay for or reimburse and companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will not be reimbursed. Any information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.
