Description
System Information The U.S. Department of the Army, Pine Bluff Arsenal (PBA), Directorate of Public Works (DPW) is seeking information for market research purpose regarding a potential requirement for industrial water treatment chemicals that will remove impurities from feed water to boilers and chillers to avoid corrosion and scaling on the equipment on a Firm-Fixed Price basis. Chemicals currently in use include, Chem-Aqua, Inc. Oxygen Scavenger and Ancotreat. Chemical mixtures of each brand of product are proprietary information and the ingredients and potencies of each brand's mix are not publicly known. Accordingly, although other similar industrial water treatment products are available, the current chemicals being used in the PBA's systems cannot be mixed with another brand due to the unknown composition of the existing chemicals. Furthermore, these particular chemicals are already approved locally for use on PBA. Regarding this RFI, these two named chemicals MUST be able to be provided. No substitutes can be accepted. This potential requirement would be to provide all industrial water treatment chemicals, including product support (i.e. water sampling, testing, analysis, chemical adjustment recommendations), shipping, and white glove delivery (i.e. directly to the equipment, holding tanks or designated storage location, including unloading and uncrating with proper attention given to hazards) necessary to avoid damage, and prevent scale and corrosion to various boiler and chiller equipment located at PBA. System information is provided in Attachment #1. Chemicals for all systems identified in Attachment #1 would need to be in compliance with a PBA technical manual for Central Boiler plants. This Technical manual would be provided as required. PBA would also provide the routine water sampling results, collected onsite, to the Contractor. The Contractor would be required to provide onsite water sampling, testing and analysis at least each month and when notified of water condition issues by the technical point of contact with results and chemical application recommendation provided within five (5) business days of each visit. Any product application, composition, amount or frequency change as a result of the water draws would be supported with the appropriate supply shipment within fourteen (14) business days of the recommendation. Based on system information provided in Attachment #1, the Contractor would need to provide total industrial water treatment chemical support to maintain system performance and to recover from system upsets such as fouling, freeze damage, water loss, routine maintenance actions, system cleaning and sanitization efforts. Each lot in each shipment would need to be supported with an MSDS and Certificate of Analysis/Compliance. Additionally, each month the Contractor would need to provide a complete report of all chemicals, lot numbers, and quantities shipped. The Contractor would need to comply with all Federal, State and Local regulations. The Period of performance is estimated to be One (1) calendar year starting date of award with up to four (4) option periods. PBA has approximately 30 treatment systems (Attachment #1).
