Description
The Defense Threat Reduction Agency (DTRA), Research and Development, Chemical and Biological Technologies, J9CB, is seeking information from respondents who possess the capability to provide a ‘Classified' at Secret Level comprehensive system to publish an on-line refereed scientific journal within Secret Internet Protocol Router Network (SIPRNet) connection. Summary of Capability Information Sought: 1.Document management software that is able to operate on a Classified / SIPRNet network at the Secret-Level. Commercial off the Shelf (COTS) software is preferred that is the same as or mirrors peer-review software utilized by traditional academic, scientific journals. Capabilities should include the following: a.Receives scientific manuscripts containing words, mathematical notation and equations, tables, figures (color and gray-scale), photographs (color and gray-scale), citations, appendices, etc. Manuscripts and other documents from authors require submission via a Classified Secret-Level tool on the SIPRNet b.Allows editors-in-chief to assign manuscript to an editor(s) and allows editors to assign manuscripts to possible reviewers who are listed in a menu that also includes their area(s) of expertise c.Allows editors to search for and identify possible reviewers based on keyword searches of their areas of expertise d.Automatically send e-mail reminders to authors, editors, administrative officers, and reviewers, and those who have elected publication notifications by topic or author or institution e.Allows administrators and designated editors, as well as authors and reviewers to monitor progress of a manuscript through all submission steps and sends e-mail reminders automatically, if necessary, and assists editors in reassigning or modifying possible reviewers for a manuscript 2.Standalone website that is able to operate at Secret-Level on the SIPRNet system and includes the following capabilities: a.Ability for a government administrator to manually add or delete journal subscribers based on specific criteria and would include: editors, authors, and readers once a government administrator determines subscriber has the authority and a requirement to access the journal b.Secure login required for users and administrators. Website will allow user authentication using a SIPR token c.Searchable archive of all journal editions d.Link that will direct ability for authors to submission software. 3.Additional information requested from respondents: a.Details of ability to recruit and maintain personnel with security clearances at SECRET level b.Planned metrics that can be reported to government customer c.Examples of previous products that have received Authority to Operate on DoD or other government networks d.Include in software's description the country it was developed by, the ability to modify software for cybersecurity needs, and the ability to provide password or PKI authentication protection (DoD and non-DoD) to software and website e.Projected frequency of updates and ability to provide them once the software is on a SIPRnet f.Ability to provide training on how to use software Response Instructions: All submitted information shall be UNCLASSIFIED; do NOT submit any CLASSIFIED information in response to this notice. Respondents shall address the information described above (and any additional information the respondent should deem appropriate) via a Capabilities Statement (five-page limit) in Microsoft Word format and a Microsoft PowerPoint presentation (ten-slide limit). In addition, respondents shall include their name, address, CAGE code, and DUNS; provide the North American Industry Classification System (NAICS) code that is most appropriate for these services and state why it is most appropriate; submit company size standard under the suggested NAICS code. The information shall be submitted via e-mail to morgan.l.minyard.civ@mail.mil with a cc: to Ryan.a.verespie.civ@mail.mil. Hard copy submissions will not be accepted.
