- The Air Force Security Forces Center (AFSFC), Force Protection Generation (FP) Directorate, Force Protection Requirements Division (FPR), Chief, Integrated Base Defense Security System (IBDSS) Branch is the appointed office to manage, provide guidance, and define performance for physical security equipment (PSE) including intrusion detection systems associated with Protection Level (PL)1-4 resources under the IBDSS program. FPR's responsibilities include direct involvement with all program aspects of the IBDSS program and coordinated efforts to ensure the Test and Evaluation (T&E) Section conducts test or evaluations for AFSFC to determine the capability of the family of IBDSS to effectively support AF PL 1-4 security and physical protection operations. The Contractor will: o The Requirements Support Officer(s) RSO will support force protection and the integration of sensor technology initiatives for Protection Level 1-4 resources under the Air Force Integrated Base Defense Security System (IBDSS) program. IBDSS for Protection Level 1-4 encompasses projects which include command, control and display systems, intrusion/explosion detection equipment, access control systems, video assessment and surveillance systems, non-lethal weapons, and active and passive delay and denial systems. The RSO(s) will be involved in system and equipment upgrades including commercial off-the-shelf (COTS) and government off the shelf systems (GOTS) that are considered as replacements for fielded systems by Air Force (AF) operational commands. The majority of IBDSS equipment is dependent of information technology (IT) systems for functionality. Sensor test, evaluation and turn over activities are planned for each potential system or piece of equipment developed under the IBDSS umbrella. The RSO(s) will be required to travel within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) as mission requirements dictate. o The RSO(s) must submit to AFSFC/FPR a Monthly Progress Reports, and Funds Status Reports, as required. The Monthly Progress Reports shall detail RSO(s) activities during the reporting month and plans for the following month. Separate progress report (or clearly separated sections within one report) shall be provided for each delivery order under which the contractor is performing work. The monthly progress report shall include, but not limited to: a summary of work performed and results obtained, labor hours expended and expenses incurred (include a comparison of planned versus actual for labor hours and funding, and explain deviations), current or projected problems and issues and any recommendations related to the effort. Trip reports for all travel performed under this PWS and meeting minutes conducted in support of this PWS will be required. Submit required/requested reports within 5-business days of the completion of the event. o The RSO(s) will support FPR in analyzing existing sensor systems through tests and realistic scenarios which covers: capabilities of infrastructure, modeling and simulation tools, data management and analysis tools, analytical methodologies and techniques used to support test and evaluation (T&E). These activities may include surveying the community for leading technologies that are needed for T&E. Additionally, RSO(s) will conduct site surveys of PL areas while working to maintain or enhance security/force protection technology efforts. The RSO(s) will:  Provide oversight for physical security enhancement and subject matter expertise for assigned project locations.  Responsible for program management of the IBDSS projects.  Evaluate and make recommendations to include: courses of action, criteria, and timelines to meet initiative objectives to incorporate modifications to existing plans/programs/projects in response to changes to sensor systems and other IBDSS technologies.  Develop requirements for physical protection systems - identify existing physical protection elements for potential upgrading or design a new protection system, using elements of detection, delay, and response.  Determine physical protection system objectives-study existing facility/plans to learn operation.  Perform analysis of required capabilities that include: identifying needs, documenting existing capabilities, identifying shortfalls, performing trade-off analyses, and recommending approaches to solve issues.  Identify most important areas or materials for protection from adversary.  Provide support to compile data, write reports and perform detailed security system analyses while monitoring, developing, and fielding sensor systems to support IBDSS.  Determine causes of system failures and actions required actions to correct.  Develop accreditation packages.  Coordinate training for personnel in the operation and maintenance of sensor systems and their instrumentation.  Conduct a systematic evaluation in which a performance criteria approach is used to measure the effectiveness of physical security systems employed across a broad spectrum of targets and against a wide range of potential threats.  Evaluate the use of modeling and simulation as an evaluation tool for design implementation.  Create operational schedules that integrate with program and inspection schedules.  Review and document lessons learned and test methods used to evaluate similar systems.  Develop test concepts, supporting program and technical reviews, developing test plans, establishing deficiency reporting, supporting test readiness reviews, and developing briefings. • Develop inputs for test documentation such as T&E plans, execution documents that addresses operational effectiveness, suitability, and assessment objectives. • Join in on the development of measures of effectiveness (MOE), measures of performance (MOP) and measures of suitability (MOS). • Review test procedures, evaluation methodologies, analysis methods, data management, instrumentation, and schedules. Request analysis to FPR with recommendation for approval and acceptance or denial approval or acceptance. • Resource and identify candidate operators and maintainers to support operational test and requirements. • Assure configuration control of equipment in support of the evaluation. • Support program, technical, and test readiness reviews.  Perform site surveys on potential project sites and prepare project preparation needs such as defining site-specific installation, integration, preparation of environmental permit plans, and integration of equipment with equipment available from other agencies or host areas.  Provide field support such as deployment/redeployment, scheduling of all resources, and overseeing general field needs to achieve stated program objectives.  Develop IBDSS program briefings and debriefings.  Review and update IBDSS program documentation.  Support FPR in preparing and analyzing IBDSS documents and analyzing IBDSS documents from Life Cycle Management Center (LCMC) and associated contractors. Including: • Performance and Cost Reports and Status Reports. • Site Preparation Requirements and Installation reports/documents. • Reports on system software validation and verification, test results, and effectiveness, suitability and operational impact of the system, when necessary. • Participate in the fiscal program/project planning. • Support strategic planning and out-year financial planning activities. • Evaluate and recommend courses of action, criteria, and timelines to meet initiative objectives to incorporate modifications to existing plans/programs/projects in response to changes to sensor systems. • Conduct documentation coordination with required agencies to meet suspense. • Provide Test Evaluation Master Plan (TEMP) Input - AFSFC/FPR may be the OPR or service coordinator for the TEMP. The RSO(s) will review the TEMP and provide comment to the document as a whole.  Act as project lead as directed by AFSFC/FPR and work hand-in-hand with MAJCOM and IMSC Detachment representatives to assess required actions to maintain, improve, or upgrade security enforcement standards for PL1-4 resources.  Provide service support and coordination for the execution of USAF activities included below: • Attend program reviews • Participation (i.e., teleconference) in FPR designated meetings • Develop and coordinate Financial Documentation • Provide input to FPR with respect to AF interest/issues to include funding for AF manpower/contractor support requirements/travel requirements • Conduct Site visits as needed • Participate in design reviews for site projects The corresponding NAICS code is 561621 and the small size standard is $20.5M. This requirement is restricted to Small Disabled Veteran Owned Business. The resultant shall be a firm-fixed price award. The solicitation should be released on or about April 21, 2016.
