***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: April 15, 2016 Synopsis: The Department of Veterans Affairs, Columbia, South Carolina intends to award sole source procurement for the attached line item. The manufacturer is Leica Microsystems, Inc. The applicable NAICS code for this procurement is 811219 with a business size standard of $20.5M. The proposed contract is intended to provide comprehensive maintenance services for the Leica TCP SP8 Laser-scanning Confocal Microscope utilized by the WJB Dorn VA Medical Center's Research Department. The Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 2 days (NLT) April 11, 2016 at 4:00p.m.ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Attached is a copy of the approved justification and approval notice that supports the sole source award. System for Award Management (SAM): Rule requires a firm to be registered in the SAM Registration Data Base (SAM), prior to award of any contract and agreements.
