- This is a notice of intent that AFSC/PZABB anticipates issuing a requirements-type contract for the purpose of 3 component parts (NSN 5895-01-538-3409EW, NSN 5895-01-538-3408EW, and NSN 5895-01-538-3406EW) required to support the ALQ-172. Contract will be a five year contract and shall include a total of four (4) individual ordering periods; each ordering period shall be open for ordering for a period of one year. A description of the Best Estimated Quantity (BEQ) for each NSN is described below: 5985-01-538-3409EW Basic Ordering Period: 4 EA; delivery due within 180 days after receipt of order. Ordering Period I: 1-10 EA; delivery due within 365 years after contract award. Ordering Period II: 1-10 EA; delivery due within 2 years after contract award. Ordering Period III: 1-10 EA; delivery due within 3 years after contract award. Ordering Period IV: 1-10 EA; delivery due within 4 years after contract award. 5985-01-538-3408EW Basic Ordering Period: 1 EA; delivery due within 180 days after receipt of order. Ordering Period I: 1-10 EA; delivery due within 365 years after contract award. Ordering Period II: 1-10 EA; delivery due within 2 years after contract award. Ordering Period III: 1-10 EA; delivery due within 3 years after contract award. Ordering Period IV: 1-10 EA; delivery due within 4 years after contract award. 5985-01-538-3406EW Basic Ordering Period: 4 EA; delivery due within 180 days after receipt of order. Ordering Period I: 1-10 EA; delivery due within 365 years after contract award. Ordering Period II: 1-10 EA; delivery due within 2 years after contract award. Ordering Period III: 1-10 EA; delivery due within 3 years after contract award. Ordering Period IV: 1-10 EA; delivery due within 4 years after contract award. This solicitation is planned to be issued on or around 22 April 2016. Contract award is planned to be issued on or around 13 July 2016. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Cobham Advanced Electronic Solutions, Inc., Cage: 96341, in accordance with FAR 6.302-1. This action is proposed to be a sole source acquisition because Cobham Advanced Electronic Solutions is the only qualified source for this highly specialized product that possess the internal drawings and data necessary to support this purchase. Technical data is not available to support this acquisition. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. All proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All potential offerors should contact the buyer/PCO identified below for additional information and/or to communicate concerns, if any, concerning this acquisition.
