- REQUEST FOR INFORMATION - ARMY TARGETRY SYSTEMS III THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND SHALL NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. AFTER REVIEWING THE DESCRIPTIONS CURRENTLY POSTED TO FEDBIZOPS, INTERESTED CAPABLE VENDORS ARE INVITED TO PROVIDE RESPONSES. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR REPONSES. Additionally, your response will be treated only as information for the Government to consider. As previously stated respondents will not be entitled to payment for direct or indirect costs that are incurred in responding to this RFI. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. The Government appreciates the time and effort taken to respond to this Request for Information and acknowledges its obligations under the United States Code Title 18 U.S.C. 1905; to protect qualifying information received specifically marked confidential or proprietary. Background The Government has a requirement to procure live-fire training ranges to be installed at various geographical locations throughout the world under the Army Targetry System (ATS) III program. These ranges will be utilized to conduct live-fire training by U.S. forces and/or its allies for the purpose of developing and improving their combat skills when they are called upon to conduct military exercises and/or participate in actual combat actions against opposing forces. This training is accomplished in various geographical locations throughout the world and in all extremes of environment. Within the scope of the contract is for the contractor(s) to provide Moving Infantry Targets (MITs), Moving Armor Target (MATs), Stationary Infantry Targets (SITs), and Stationary Armor Target (SATs), along with the capability to provide the spare parts associated with each targetry device. The targetry devices shall be delivered in accordance with the purchase description requirement contained within the solicitation/contract. Additionally, the contractor shall warranty all material (Targetry Devices and ancillary equipment) and workmanship (manufacture, install, and repair) performed under this contract. This RFI is seeking information from industry on spare parts and warranty for the upcoming ATS III Request for Proposal (RFP). Spare Parts The Government is interested in industry feedback in regards to having offerors propose its comprehensive list of spare parts for each targetry system, inclusive of prices for each spare part proposed. This spares list would be fully negotiated and awarded and will be utilized by the Government to order any spare part that could be installed as part of provided targetry on any range type. a. Does your company have the interest and ability to provide a comprehensive spare parts list for all targetry devices that are identified in the ATS III DRAFT RFP, which is located within FedBizOpps? b. If the Government procured a spare part from your company, and installed the part organically within the warranty period, would that void your warranty? Please explain. c. Is the Government able to replace any and all targetry spare parts within the life cycle of the target or are there any restrictions of certain spare parts replacement by the Government? Please explain. d. Provide historical reliability of parts, if available. e. Please provide additional information your company deems necessary regarding this proposed comprehensive spare parts strategy. Warranty The Government is interested in industry feedback regarding including a five year warranty instead a three year warranty on ATS III. The warranty period would start on the date of the Government acceptance of a range and extend five years from that date of acceptance. a. Would you be able to provide a five year warranty on all provided equipment under ATS III? Please explain. b. In response to the RFI, please provide any pricing information on a three year warranty vs. a five year warranty. For example, "a five year warranty is X% higher in price than a three year warranty? c. Does the contractor believe that a five year warranty is more beneficial over a comprehensive spare parts listing for the ATS III procurement? d. Please provide additional information your company deems necessary regarding five year warranty. Requested Information Interested organizations who believe they are capable of providing all or part of the information requested above are invited to indicate their interest by providing: a. Assumptions should be clearly identified. c. Proprietary and other sensitive information should be clearly marked with requested disposition instructions. Submitted materials will not be returned.
