- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with EdgeOne, LLC doing business as EdgeTech, 4Little Brook Road, West Wareham, MA 02576 using the procedures in FAR Part 13, to provide underwater acoustic releases and associated equipment that will be utilized in conducting current surveys for the National Current Observation Program (NCOP). EdgeTech's release and transponders (model 0009869) with Alkaline welded battery pack for model CART (model 0003285) is the only acoustic release that meet the NCOP requirement for current survey operations (3,500 meters) and the required release load of 250kg (lifting load 1,000 kg) while still providing 1.25 years of deployment life with use of the welded alkaline batteries. These acoustic releases allow NCOP to accomplish its mission to collect, analyze, and distribute observations and predictions of currents. In addition, NCOP systems are intrinsic to the National Ocean Services ensure safe, efficient and environmentally sound maritime commerce, and to support environmental needs such as HAZMAT response. The principal product generated by this program is information used to maintain and update the Tidal Current Tables. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511, search, detection, navigation, guidance, aeronautical, and nautical system and instrument manufacturing. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, April 13, 2016 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements.
