- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on April 14, 2016: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $5 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the Brainard Lake Road project in which you performed ( as the prime contractor ) of grading, drainage, asphalt pavement pulverization, aggregate base, asphalt pavement, signing, striping, new guardrail, replacement of concrete wingwalls and a precast girder, and epoxy overlay of a bridge. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: CO FLAP 102(1) & FTFS 112(2), Brainard Lake Road and Bridge This project is located in Arapaho Roosevelt National Forest, Boulder County, Colorado. This project includes reconstruction and widening of 2.52 miles of Brainard Lake Road, as well as rehabilitation of a concrete bridge. The project consists of grading, drainage, asphalt pavement pulverization, aggregate base, asphalt pavement, signing, striping, new guardrail, replacement of concrete wingwalls and a precast girder, and epoxy overlay of Brainard Lake Bridge. Type of Construction: grading, widening, asphalt pulverization, drainage, aggregate base, asphalt paving, prefabricated bridge elements, cast in place concrete wingwalls, erosion control, signing and striping, and temporary traffic control. This project consists of: Schedule A: Clearing, grading, Pulverization and paving 2.52 miles of Brainard Lake Road. Significant Items for Schedule A Include: 6.1 miles of slope and grade finish staking, 3,700 LF of silt fence; 700 LF of sediment logs; 11 acres of clearing and grubbing; 32,000 CY of roadway excavation; 1200 cuyd of waste; 18,650 CY of waste, 8,150 tons of aggregate base: 1.5 miles of 24' wide asphalt pulverization; 6,850 tons of asphalt paving; 1,300 LF of pipe culvert placement; 725 lnft of concrete curb; 225 LF of guardrail; 14,800 sqyd of placing conserved topsoil; 7 acres of seeding and bonded fiber matrix; 106,000 lnft of waterborne pavement markings; 1,600 flagger hours ; 800 pilot car hours Option X: Minor bridge rehabilitation of Brainard Lake Bridge Significant Items for Option X include: 40 cuyd of excavation ; 30 cuyd of structure backfill; 1- Removal of precast concrete box girder; 1-placement of new concrete box girder; 21 tons of asphalt paving; 11 cuyd of structural concrete; 39 lnft of remove and reset bridge rail; 91 sqyd of concrete overlay (thin bonded epoxy); 10 lnft of remove and reset stone masonry wall; It is anticipated this project will be advertised in May, 2016 with construction beginning in August 2016 and extending through May 2017. Estimated total cost for Schedule A and Option X is $3 to $5 million.
