- GENERAL INFORMATION: Document Type: Combined Synopsis/Solicitation Notice Solicitation Number: N69450-16-R-5325 Set Aside: 100% Woman Owned Small Business Set-Aside (WOSB) NAICS Code: 237990, Other Heavy and Civil Engineering Construction-- Size standard in millions of dollars: $36.5 DESCRIPTION / SCOPE OF WORK: The Contractor shall provide all supervision, transportation, labor, materials, equipment and incidental work necessary to complete the requirement as specified in the attached statement of work (SOW) at Naval Air Station Kingsville, Texas 78363. Contracting Office Address: NAVFAC SOUTHEAST Naval Air Station Kingsville NAVFAC Public Works Department, Bldg. 4711 Kingsville, TX 78363 This announcement constitutes the only solicitation; no separate written solicitation will be issued. The solicitation number is N69450-16-R-5325 BASIS FOR AWARD: AWARD WILL BE BASED ON LOWEST PRICE. The following factors shall be used to evaluate offers: 1.PRICE Target Range: $95,000.00-$100,000.00 Anticipated award date: 20-30 days after close of solicitation. Quotes are to be received no later than 10:00 a.m. central standard time 16 May 2016. Faxed quotations will be accepted with a cover sheet marked procurement sensitive (Attention Deno Stamos) at 361-516-6950 or via e-mail deno.stamos@navy.mil Proposal submitted to either this posted fax number or email address will be considered for the award. Proposals submitted to other than listed fax or email address will be considered non-responsive. Telephone requests of quotes, will not be accepted, a formal notice of changes (if applicable) will be issued in FEDBIZOPS (www.fbo.gov). US Department of Labor, General Decision Number: TX160195 dated 03/18/2016 will be applicable to any contract award. ADDITIONAL INFORMATION: All offers are due no later than 16 May 2016 (Central Standard Time) at 10:00 am. Solicitation document shall be signed and all applicable Certifications and Representations shall be completed. Offer should be in sufficient detail to ensure that the Government team can determine the offer complies with the Statement of Work (SOW). SITE VISIT INFORMATION: One site visit will be held to ensure all potential offerors have uniform information in order to make an accurate proposal. Site visit will be conducted on Wednesday, 27 April 201 at 9:00 a.m. central time at the Naval Air Station Kingsville, Public Works/ Contracting office, Building #4711. All potential offerors are encouraged to attend the site visit to perform an inspection of the size and current layout. Offerors are expected to satisfy themselves as to the general and local conditions that may affect the cost of the performance of the work to the extent that such information is reasonably obtainable. It is considered impractical to determine, without inspection, the exact nature of the work and site conditions under which the work is to be performed. Place: Naval Air Station Kingsville, Public Works Contracting Office, Building #4711, Kingsville, TX 78363 (interested parties should arrive at least one and one half hours prior to site visit time to receive security passes. To attend site visit please provide form OMB 0703-0061, Base access pass form to deno.stamos@navy.mil no later than 20 April 2016, 3:00 pm Central Daylight Saving Time. It is the responsibility of the contractor to confirm this form is received. After submission of form should a person not be available to attend, send a cancellation email to the same POC. Interested parties are advised to arrive by 7:30 a.m. in order to receive security passes and clearance. All payments are to be paid via the Internet through the Wide Area Work Flow (WAWF) system. WAWF may be accessed at https://wawf.eb.mil. WAWF training may be accessed online at http://www.wawftraining.com. Payment information may be accessed using the DFAS website at https:www.dfas.mil. Your purchase order/contract number or invoice will be required to inquire status of your payment. Be advised that all interested parties must be registered in the System for Award Management (SAM) Database in order to receive payment for products/services rendered to the Government as the result of an award. Rapid Gate Information: The Navy has implemented a new security access program for the Corpus Christi and Kingsville Naval Air Stations. This program, called Rapid gate, will reduce expenses, reduce risk, and insure quicker access for people coming to the installation. You must either call 1-877-727-4342 or go online to http://rapidgate.com Once the company is enrolled, your employees can register at the installation. If your company employees have been authorized the common access card (CAC), it is not necessary to enroll in the rapid gate program.
