- This notice constitutes a Request for Information (RFI) for the purpose of determining the capability of sources in the marketplace for a contemplated effort for technical engineering, and program management support services. This RFI is for procurement planning purposes only and shall not be construed as a request for proposals/quotes, solicitation, or commitment on the part of the Government to issue any future solicitation. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. The Office of Naval Research (ONR) coordinates, executes and promotes the science and technology programs of the United States Navy and Marine Corps through schools, universities, government laboratories, non-profit entities, and for-profit organizations. ONR formulates and executes the Naval Science and Technology (S&T) portfolio to address the most responsible and promising technology opportunities and solutions in both basic and applied science; transitions the most useful technologies to Acquisition and the Warfighter; and provides technical advice and information to the Chief of Naval Operations, the Secretary of the Navy, the Commandant of the Marine Corps, and the Department of Defense. The Ocean Battlespace Sensing Department (Code 32) explores science and technology in the areas of oceanographic and meteorological observations, modeling and prediction in the battlespace environment; submarine detection and classification (anti-submarine warfare); and mine warfare applications for detecting and neutralizing mines in both the ocean and littoral environment. The Department also underwrites oceanographic, space-based remote-sensing and environmentally related science and technology efforts within the Department of the Navy. The Naval Research Facilities Program (ONR Code 321) manages the operation and maintenance of all oceanographic research vessels owned by the Office of Naval Research for the Departments of the Navy (DoN) through charters with selected universities. As part of the management of the ONR Fleet, the Program actively supports fleet modernization to maintain the support of cutting edge oceanographic research. Two new vessels, R/V Neil Armstrong (AGOR 27) [to be operated by Woods Hole Oceanographic Institution (WHOI)] and R/V Sally Ride (AGOR 28) [to be operated by Scripps Institution of Oceanography (SIO)] will be delivered to ONR. These vessels will operate globally in support of DoN and national oceanographic research objectives. The Woods Hole Oceanographic Institution and the Scripps Institution of Ocean will be operating and maintaining these vessels on behalf of the Chief of Naval Research and ONR. In addition, ONR is supporting the planning and preparation for the AGOR 23 Class mid-life overhaul and the AGOR 26 control system replacement programs.
