Description

1. This is a Draft Solicitation for Biological Implants as supplemented with additional information included in this notice. Solicitation number VA119-16-R-0139 is being issued as a Draft Request for Proposal (RFP). This Draft does not constitute a formal solicitation of offers. Proposals will not be evaluated based upon this announcement. It is anticipated that a Final Solicitation will be released the first week of May 2016. 2. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112. This procurement action is unrestricted. 3. Commercial Items, Far Clauses 52.212-1 through 52.212-5 apply to this procurement. For exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. 4. Description of Services: The Department of Veterans Affairs (VA), Veteran Health Administration (VHA) has a need for Biological Implants. The National Biological Implant Integrated Product Team (IPT) has specifically identified Biological Implants, using ISBT128 labeling standards for Allograft tissue only, as a candidate for standardization. Biological Implants will consist of Allograft and Xenogragt tissue. Allografts are bone and soft tissue grafts taken from human cadevers of a genetically non-identical member of the same species. Most human tissue and organ transplants are allografts. Xenografts are bone and soft tissue grafts taken from animals, typically pigs and cows. All tissues shall be FDA approved. The Government desires to continue the practice of reducing costs by standardizing products and sources of supply while, simultaneously, balancing clinician considerations for obtaining quality products. Standardization provides veterans with high quality continuity of healthcare and gives the VA concentrated buying power. 5. The government contemplates an Award of a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with FAR Part 16.504(a) resulting from this solicitation. The anticipated period of performance includes a one (1) year base period and four (4) one year option periods. The final solicitation will be issued as a Request for Proposal (RFP) and will be open and continuous for a period of one year. During the open and continuous period, contracts will be established with offers found to be technically acceptable. 6. Offerors must submit representations and certification in accordance with provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial Item. All interested offerors must be registered in the System for Award Management (SAM) prior to receiving an award. You may access SAM at https://www.sam.gov/portal/public/SAM/.
