- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about April 26, 2016. Description: Contract work includes re-contouring and decommissioning roads to a more natural slope, clearing and brushing the roads, removing and disposing of specified existing pipes, installing new corrugated, steel pipes, constructing drainage ditches, out-sloping the roads, constructing rolling dips, installing energy dissipaters and seeding and mulching areas in the construction zone. The work items included in this contract will treat roads by removing roads, improving drainage, reducing sediment discharge and improving water quality runoff into the Seiad Creek which is a tributary of the Klamath River, both of which are critical habitat for threatened and endangered aquatic organisms. Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project. Location: The project sites are located along Unauthorized/Non-system roads along Forest Service roads 48N20 (Seiad Creek Road), and also along 47N17Y. Forest Service system road 47N17Y is also being treated to improve drainage. All roads in the project are located on the Oak Knoll Ranger District of the Klamath National Forest. The Project Roads are located northeast of Seiad. Seiad is located approximately 50 miles northwest of Yreka and 20 miles northeast of Happy Camp, California along Highway 96. Refer to project location map. Price Range: $100,000 - $250,000 Contract Time : Contract time is 60 calendar days for the base package with an additional 10 days if the optional package is awarded. Estimated Start Date : June 1, 2016 Set-Aside: This project is 100% set aside for HubZone small business concerns. Bonds : A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than date and time indicate on the solicitation. SAM REGISTRATION REQUIREMENTS : Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
