NOTICE OF CONTRACT ACTION (NOCA) NOAA-GOES-R Core Ground Segment Contract Ceiling Increase 8 April 2016 NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT MODIFICATION THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract modification to contract DG133E-09-CN-0094 GOES-R Ground Segment under the statutory authority of 10 USC 2304(c) (1), as set forth in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized and involve the continuing development of a major system and award to any other source would result in unacceptable delays in fulfilling the agency's requirements. The Government conducted extensive market research leading up to development of its acquisition plan when this requirement was originally solicited in 2008. Although this market research indicated that there was interest in the requirement from more than one contractor, two proposals were received and the contract was awarded on a best value basis. Due to the continuing development and transition to operations of the major system, the government has determined that the incumbent contractor is the only source that can provide the immediate services for the current critical mission. This sole source contract modification will allow the incumbent, Harris Corporation, to provide continuing mission support of the Geostationary Orbital Environmental Satellite-Series R (GOES-R) Core Ground System. The existing contract will not expire until 31 May 2019, however, the project has experienced cost growth and overruns, and in order to ensure future changes are considered, it has been determined that the contract ceiling needs to be increased by approximately $208.9M which includes costs necessary to extend the period of performance for up to 15 months. The current contractor possesses the required experience and technical knowledge based on developing the GOES-R Core Ground System and providing services in support of integration, test, and pre-launch activities. Increasing the ceiling under this contract will ensure that the incumbent continues to provide these services through launch and transition to operations which is essential to overall mission success. No other contractor currently has the required GOES-R specific experience necessary to ensure continuation of providing critical services to NOAA in accomplishment of the GOES-R mission. The effort includes continuing developmental work and services associated with supporting full system integration of the Core Ground System with the satellite both pre and post-launch as well as transition to operations. This contract modification will result in increasing the ceiling of the existing cost-plus-award fee (CPAF) contract to a total of approximately $1.495B. The sole purpose of this contract modification is to ensure these critical mission requirements continue. While this notice of intent is for informational purposes only, and is not a request for competitive proposals, interested parties (to include small and small disadvantaged businesses) may identify their interest and technical capability, and submit information for consideration by the agency for future requirements only. Please keep the responses to 15 one-sided pages or less. The applicable NAICS code is 541512 for Computer System Design Services with a corresponding size standard of $27.5M. The Classification Code is "A" Research and Development. This announcement constitutes the only notice for this carry-over effort. The incumbent is the only contractor who currently can provide GOES-R Core Ground System supports support given the unique and highly skilled nature of the effort. At this time, there are no other contractors who are capable of providing these services without incurring an unacceptable delay to on-going operations.
