- This project will improve the quality of multiple site utilities throughout the Wade Park campus. A.BID ITEM I, (BASE BID): The contractor shall provide all labor, equipment and materials necessary to complete the work as shown on the drawings. Work includes general construction, alterations, mechanical and electrical work, utility systems, necessary removal of existing structures and construction and certain other items as shown on the drawings. The project is divided into sections as listed below: a.1 - Incoming Water Service - Provide a new domestic cold water main and a fire protection main into the building from the East 105th section of the campus fire loop. b.2 - Alternate Data Route - This portion of the project provides an alternate fiber backbone for support of the existing facility data network and upgrade the existing fiber backbone for future capacity. c.3 - Security Cameras - This portion of the project upgrades the patient parking structure security cameras to a digital camera solution. In addition, this portion of the project adds additional site cameras and interior cameras near exits or exit pathways. d.4 - Access Control Doors - This portion of the project provides new access controlled doors or modifies existing doors with access control devices to provide additional facility security after normal business operating hours. e.5 - Site Improvements - Add gate to loading dock area, improve landscape features and aesthetics. f.6 - Site Lighting - Replace and upgrade site lighting for safety and improved aesthetics. g.7 - Generator Exhaust - Revise generator exhaust and add plume exhaust fans to direct the generator exhaust high above hospital air intakes. h.8 - Fuel Oil Improvements - Replace two existing fuel oil transfer pumps with new ones which will supply fuel oil to all five emergency generators. B.BID ITEM II (DEDUCT ALTERNATE NO.1): Same as Bid Item I except delete work that is associated E. 105th data pathway as part of 2-Alternate Date Route. See drawings for scope of deduct alternate. C.BID ITEM III (DEDUCT ALTERNATE NO.2): Same as Bid Item II except delete work that is associated with 7-Generator Exhaust. D.BID ITEM IIII (DEDUCT ALTERNATE NO.3): Same as Bid Item III except delete work that is associated with replacement of a portion of existing exterior lighting fixtures as part of 6-Site Lighting. See drawings for scope of deduct alternate. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for improvement of site utilities at the Louse Stokes Cleveland VAMC as required by drawings and specifications. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority under Public Law 109-461 (38 U.S.C. 8127) and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be small under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered and verified in the following websites: http://www.vip.vetbiz.gov, www.sam.gov, to name a few, to be eligible for award. Bidders MUST ensure registration in these websites are accurate, complete and have not expired prior to bid opening date. Project magnitude is between $5,000,000 and $10,000,000. The tentative NAICS for this acquisition is 231310, Water Supply and Irrigation Systems. The Small Business Size Standard is $27.5 Million. BONDS in form of Bid, Payment and Performance will be required. SITE VISIT: a one-time only site visit will be scheduled and that information will be in the solicitation package. The solicitation documents will be posted at www.fbo.gov on or about May 13, 2016, with bid opening approximately 30 days later. Dissemination of the solicitation, specifications and drawings is limited to electronic medium. All interested Bidders (primes & subcontractors) should register at www.fbo.gov so that others will know of your interest in participating in this procurement and for automatic receipt of updates or amendments. A Bidder's mailing list WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidders responsibility to register at the www.fbo.gov website. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at www.fbo.gov. Paper copies of the amendment will NOT be individually mailed. By registering to "Watch This Opportunity", you will be notified by e-mail of any new amendments that have been issued and posted. No other notification amendment will be provided. Bidders are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.214-3, Amendments to Invitation for Bids. Bidders should re-visit the Website periodically to look for updates. All requests for information are required to be in writing to the Contracting Officer and shall be received within ten (10) days prior to bid opening; no telephone inquiries will be accepted. It is the interested bidders' responsibility to be sure your questions were actually received in the contracting office for a response, prior to the 10 day cut off period.
