- Price Template Sample Development Dashboard Past Performance Questionnaire Scanning Modernization SOW System Operation Services SOW Development Task Order SOW Software Release Plan eCO Release Cycle Uniform Contract Format - SF 1449 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number, LCCOP16R0017, is issued as an unrestricted Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87-2/04-06-2016. This requirement is not set-aside for small businesses. The applicable NAICS code is 541519 - Other Computer Related Services. The applicable Product Service Code is D302 IT and Telecom- Systems Development. This solicitation includes information for the anticipated single-award IDIQ contract and initial task orders. Refer to the attached document for applicable provisions and clauses, to include Section L, Instructions to Offerors, and Section M, evaluation factors for award. Note that the solicitation includes a reading room in which sensitive documentation will be provided to interested offerors. This includes attachment J3 that is referenced in RFP. Library of Congress incorporates deviations from 52.212-4 and 52.212-5 that are also included in the attached document. Quotes and questions must be submitted electronically to the contract specialist, David Leonard, at dleo@loc.gov no later than the date(s) specified in the solicitation.
