Description

Question #6: Powell states that as a standard, the requested MSS SP-71 14 inch valves do undergo a shell test at the listed 265 psi test pressure, however Powell's standard is only a one (1) minute minimum pressure test duration for a valve this size. Powell MSS SP-71 Swing Check valve design is Bolted Bonnet, Flanged ends design, and as such, Powell does not do a separate mechanical joint tightness test to prove bonnet/mechanical joint integrity, performed to a pressure equal to the rated working pressure. Powell states that a shell test performed at a minimum 1.5 times the working pressure with test results that pass, doing the exact same test at a lower pressure would not accomplish a different result for the joint tightness of the bonnet/mechanical joint. Powell Check Closure test acceptance standards for the Powell MSS SP-71 are listed as being 560 ml/hr. Are the Powell pressure and leakage test standards for the requested 14 inch MSS SP71 valves acceptable? Answer: Testing requirements have not changed, Bull Shoals power plant still remains steadfast - a hydrostatic test and mechanical joint tightness test ARE required for this solicitation.
