- The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source based on proprietary issues. The Government intends to solicit and negotiate with ELTA Systems, Ltd., 100 Yitzhak Hanassi Blvd, Ashdod, Israel, 77102 for services to support the testing and demonstration of the Counter IED and Mine Suite (CIMS) Above-surface Detection System (ADS), including data collection planning meetings, test site visit, system integration and calibration. This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Requirement Section below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Requirement: The services being acquired support a data collection event to evaluate the roadside explosive hazard detection capabilities of the CIMS ADS. Travel, software modifications, integration of CIMS ADS to the test vehicle, system operation support, data analysis, and delivery of data and reports are included in this effort. The Government does not intend to use Part 12 for this acquisition. Responses to this notice are due on or before 5:00pm on April 20, 2016 by email at Elizabeth.a.bray10.civ@mail.mil.
