- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The intent of this announcement and the information provided in response to this notice will assist the Government in identify ALL potential sources to include small businesses and socio-economic sources that are capable and qualified to furnish the required products and services as identified in the Requirements section of this announcement. The North American Industry Classification system (NAICS) Code is 541618, Other Management Consulting Services. Please include your company's size classification in any response to this notice. The Northeast Fisheries Science Center of the National Marine Fisheries Service (NMFS) in Woods Hole, MA is soliciting information, on behalf of the Northeast Cooperative Research Program (NCRP), on conducting a review to assess internal management and coordination of the NCRP. BACKGROUND The National Oceanic and Atmospheric Administration is an agency of the U.S. Department of Commerce. This agency furthers the department’s mission by implementing strong stewardship of ocean resources that contribute to the nation’s economy. NOAA Fisheries has engaged in funding collaborative research with stakeholders in the Northeast and mid-Atlantic since 1999, primarily through the Northeast Fisheries Science Center (Center) Northeast Cooperative Research Program (NCRP). The NCRP has formalized and expanded cooperative research among commercial fishing industries, scientists and managers with the goals of enhancing the data upon which fishery management decisions are made, and improving communication and collaboration among partners. This program has provided significant opportunities for NOAA Fisheries to develop collaborative relationships with the fishing industry and to begin to foster trust and mutual learning among the various players in the fisheries communities and science and management agencies. A review of the internal management and coordination of the NCRP will assess the progress, performance, achievements and lessons learned to date, and generate recommendations regarding internal and external process improvements to improve operational efficiency and the provision of quality science for stock assessments and fisheries management. REQUIREMENTS The goals of the NCRP review are: Learning and improvement for future management of the program: It is intended that the outcomes of this review will provide useful and relevant information to the on-going work; explore why implemented actions and interventions have been successful, or not, and to provide guidance on how to better implement existing and new work within the context of the Center’s new Science Plan. Integration of program activities within the Center as per the new Strategic Science Plan. The recommendations from the review should assist the Center in identifying actions that emphasize the role of the program in building trust, improving data collection, science, and communication in addition to other Science Plan targets. The recommendations should provide guidance on how the Center can enhance program effectiveness and provide improved responsiveness to cooperative research goals and objectives in addition to addressing stakeholder input. The review should encompass a combination of both qualitative and quantitative methods. It should include a desktop review of all relevant documentation, and in-person interviews and discussions with key cooperative research stakeholders in New England and the mid-Atlantic. Electronic interviews through teleconference or written comments, e.g. email, where partners cannot be reached for face-to-face interviews may be considered. The contractor shall prepare and submit the following reports: An inception report detailing the proposed methodology prior to the onset of the assessment process. A draft and final findings report, which should address the objectives and scope and include the following: - An assessment of the performance of the program, based on the Terms of Reference for the review. Identification of the main lessons learned - Recommendations to improve operational efficiency, quality and impact through changes to internal or external processes and - Identification of critical benchmark baselines and annual milestones for the next two years to further objectives in the Center science plan, and recommendations on staff resources and capacities to accomplish these activities. Recommendations and guidance on the future scope of work. The contractor shall have demonstrated : · knowledge of governmental performance review and evaluation processes; · expertise with collaborative and cooperative research programs (National and/or Regional); · familiarity with marine fisheries; and · experience designing and executing interviews, surveys, outreach, and related evaluation activities with cooperative research clients and stakeholders, e.g. commercial fishing industry interests. NCRP staff will provide guidance, lists of potential interviewees, and limited technical support as it pertains to programmatic process and procurement procedures. Period of Performance: The review and all revisions to reports shall be completed no later than September 30, 2016. CAPABILITIES PACKAGE: All interested parties shall submit a capabilities package explicitly demonstrating the ability to provide the requirements as specified in this announcement. Include a list of current or previous contracts performed within the last three (3) years that are of a similar nature to this request and include: contract number, name and address of the Government agency or commercial entity, description of work and services provided, point of contact with current phone number and e-mail address, date of contract award, period of performance, initial and current contract value, and the extent of subcontracting. The capabilities package shall be emailed to kelly.taranto@noaa.gov no later than the response date for this sources sought notice. The package must include achievable specifications and any other information relevant to your product or capabilities as it directly applies to this requirement. All response and response contents to this notice will be considered information only and will not be binding on the parties. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States government.
