- The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to award a Firm-Fixed-Price (FFP) 12 month contract for 160,000 Combined Interfaces with Controlled Output, Type IIA (CINCO-IIA) Application Specific Integrated Circuits (ASICs). CINCO-IIA ASICs (Part Number MM9753B MDF) are used in Global Positioning System (GPS) Selective Availability Anti-Spoofing Modules (SAASMs). This is a modified commercial item as such Federal Acquisition Regulation (FAR) part 12 will be utilized for this procurement. Place of performance is the contractor's facility. This contract is intended to be awarded under (FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The proposed source is Texas Instruments (TI), Santa Clara, CA, via contracting directly with one of two of their authorized distributors via a limited sources competition: Arrow Electronics, Inc. (Arrow), Reno, NV 89511-2208 or Avnet, Inc. (Avnet), Marietta, GA 30067-7735. There are limited responsible sources for the desired item and no other supplies or services will satisfy agency requirements for the following reasons: 1. For national security reasons, the CINCO-IIA ASIC design and production is controlled by the Government and is subject to International Traffic in Arms Regulations (ITAR). 2. The CINCO-IIA ASIC design is National Semiconductor Corporation (NSC) specific (NSC was acquired by Texas Instruments) and cannot be transported to any other semiconductor facility without significant redesign effort. As a controlled item, DoD acquires the CINCO-IIA ASICs and provides it to GPS developers for military programs. 3. The National Security Agency (NSA) requires a "trusted" foundry to produce CINCO-IIA ASICs for national security reasons. Texas Instruments is in possession of the CINCO-IIAs produced by NSC. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
