Description
Draft Statement of Need Request for Information (RFI), General Laboratory Supplies, Chemicals, and Equipment In accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201 "Exchange with industry before receipt of proposals" and (FAR) 52.215-3, "Request for information or Solicitation for Planning Purposes," this RFI is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation or commitment by the Government. The Government assumes no financial responsibility for the costs incurred by responding to this RFI. All costs incurred are entirely at the Offeror's expense. Furthermore, USAMRAA is not seeking proposals and will not accept unsolicited proposals. The information in response to this RFI is purely voluntary and will aid the Government in determining if there are qualified sources of supply available in the marketplace to pursue a small business set-aside or procured through full and open competition. The Government is considering a multiple-award Blanket Purchase Agreement (BPA) IAW FAR Part 13.303 Blanket Purchase Agreement. This RFI does not restrict the Government to an ultimate acquisition approach. No evaluation letters and/or results will be issued to the respondents. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. Offerors not responding to this RFI will not be precluded from responding to the solicitation. When the solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. It is the responsibility of any potential Offeror to monitor this site for the release of any RFP or synopsis. The U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) is the nation's leading science and technology laboratory in the area of medical chemical countermeasures research and development. USAMRICD manages a diversified portfolio of medical chemical warfare agent research projects for the Department of Defense (DoD) and other Federal Agencies. The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) serves as the DoD lead laboratory for medical biological defense research. USAMRIID's mission is to conduct basic and applied research on biological threat agents resulting in medical solutions to protect the warfighter. USAMRIID also investigates disease outbreaks and threats to public health. The research conducted at USAMRIID leads to medical solutions---therapeutics, vaccines, diagnostics, and information-which benefits both military and civilian personnel. The Air Force Medical Examiner System (AFMES) provides worldwide comprehensive medico-legal services and investigations. Board-certified forensic pathologists, forensic anthropologists, medical-legal death investigators and photographers are available 24 hours a day to conduct forensic investigations into military deaths throughout the world. The Armed Forces DNA Identification Laboratory provides scientific consultation, research and education services in the field of forensic DNA analysis to the DoD and other agencies. In addition, the medical examiner system has DoD's centralized laboratory for performing routine toxicological testing. To support the mission of USAMRICD, USAMRIID, and AFMES, the Government is seeking qualified sources of supply for general laboratory supplies, chemicals, and equipment as defined in the Draft Statement of Need (SON) attached the Request for Information (RFI). See attached Request for Information (RFI) document for full description and instructions on how to respond.
