- The Forest Service Fire and Aviation Management is conducting market research, for planning purposes only, regarding interested vendors/contractors who are capable of providing multi-engine light fixed wing aircraft and pilots. These aircraft will be utilized to perform Air Attack missions from six designated bases throughout the state of California. For each designated base, there will be a Mandatory Availability Period (MAP) which corresponds to the approximate high fire season for each location. The purpose of this solicitation, and subsequent contract award(s) will be to provide follow-on contracts for air attack platforms at the listed designated bases. Attached for your information is the draft solicitation that will be utilized for this requirement. In addition, a summary sheet is provided which lists the changes that are planned for this solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. This RFI is for planning purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. Your response to this RFI will not be returned. The information provided may be utilized by the Forest Service in developing an Aviation Business Case, Acquisition Strategy and Statement of Work. The information resulting from this RFI may be included/combined with other submissions in one or more options considered in the analysis of alternatives. Any proprietary information that is submitted may be used in establishing requirements but specific information labeled as Confidential will be safeguarded as proprietary. Company name. 2. Company mailing address. 3. A Company Point of Contract (One person's name, telephone number and e-mail address). 4. Company's size standard (e.g. Large, Small, Veteran Owned, etc.) based on NAICS code 484212. Small business concerns are defined as 1500 employees or less; see SBA Size standards on the NAICS website. 5. Make and model(s) and quantity of aircraft you may offer in support of the requirement. Note: You may provide any other pertinent information that may contribute to efficiencies related to this RFI that will assist the Government in developing a current specification for the potential follow-on solicitation. Submittal of Information: The U.S. Forest Service intends to utilize the RFI responses/information to assist with the development of an Aviation Business Case and possible refinement of the draft solicitation for this requirement. At the present time, the U.S. Forest Service anticipates posting a solicitation on the Federal Business Opportunities (FBO) website (www.fbo.gov) by September 2016 in support of our future requirements.
