Att 10- Past Performance Questionnaire Att 11- Cummins Options List Att 4- UID Att 9- Delivery Schedule Att 5- Past Performance Information Att 3- Spares Att 1- 11m Mk4 Specification Att 12- Use and Nondisclosure (NDA) Att 8- CLIN List and Step Ladder Pricing Att 7- ID of Non-Commercial Data Draft Request for Proposal (RFP) For the 11M Rigid Inflatable-Boat (RIB) Production Description: Program Executive Office (PEO) Ships, Support Ships, Boats and Craft (PMS325), issues this Draft RFP to solicit industry comments on the Draft RFP and its associated documentation, including the Technical Design Package (TDP). This Draft RFP is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. When/if the Government issues the final RFP, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this Draft RFP. Please note, that all Industry responses and questions received for this Draft RFP will be treated as public information and may be released on FEDBIZOPS. Background and Production Contract Concept: The RIBs are multi-purpose platforms with several missions, including Anti-Terrorism/Force Protection (AT/FP) operations, Search and Rescue (SAR) operations and Vessel Boarding, Search and Seizure (VBSS) and Maritime Interdiction Operations (MIO). One of the operational requirements for shipboard RIBs is that each boat must be carried aboard and deployed from its mother ship. Annual procurement of 11m RIBs is required to replace boats which have reached the end of their service life. PMS325 contemplates the issuance of a competitive RFP for the production of an estimated sixty (60) 11m RIBs under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the US Navy. The 11m RIB will be built to commercial standards and practices using Government specified requirements and drawings focused on boat compatibility constraints. The acquisition approach will address Total Ownership Cost (TOC) emphasizing commonality with previously acquired 11m RIBs and standardization of equipment throughout the Class to reduce Life Cycle costs. The 11m RIB will be procured utilizing a competitive small business set aside in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items. The Government has invested substantial NRE into the 11m RIB design and as such, the Government will provide a Technical Design Package. Please see Section L of the Draft RFP for instructions on how to access the TDP. The Government contemplates the award to the responsible Offeror whose proposal is determined to offer the best value to the Government, using a Lowest Price Technically Acceptable (LPTA) evaluation process. The base year order is estimated to be seven (7) with an option for nine (9) additional 11m RIBs with subsequent options exercised over four (4) years. The exercise of options will be based on the needs of the Government and funding availability. The Government is not obligated to exercise options. Contract type is envisioned to be Firm Fixed Price (FFP). The notional release date for this contract is 3rd Quarter FY 16 with a notional award date in 4th Quarter FY 16. US Navy procurement quantities are anticipated to be: FY 16/17: (16); FY18: (9); FY19: (12); FY20: (12); FY21: (11). Foreign Military Sales orders are TBD and may increase overall volume. Deliverables will be produced to the TDP with an associated performance specification which has been validated against the design. Due to program constraints when/if the Government releases the final RFP no request for extensions to the proposal due date will be accepted. Additional Requirements: Additional ancillary requirements that are planned for this contract include: Pre-Delivery Inspection and Trails, Unique Item Identification, Spares, Delivery, Provisioned Items Ordered and TDP updates. It is not expected that the specification and parts attachments in the Draft RFP will be significantly altered in the Final RFP. Additional Information: The Government will consider all comments received on the Draft RFP. The Government does not commit to providing a response to any comment or question. The subsequent revision to any specification or RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contacts identified in this synopsis.
