- National Institutes of Health, National Cancer Institute, Frederick National Laboratory for Cancer Research Opportunities-Special Announcements: This Special Notice is not a formal Invitation for Bid (IFB), Request for Proposal (RFP), Request for Quotation (RFQ) nor any type of solicitation for offers. In accordance with FAR 15.201(d), this special notice is intended FOR INFORMATIONAL PURPOSES ONLY in order to: 1) publicize the requirements of the Frederick National Laboratory for Cancer Research (FNLCR); and 2) increase participation by qualified HUBZone small business, small, small disadvantaged, women-owned small business, veteran-owned small business and service-disabled veteran-owned small business concerns, as applicable. The FNLCR is a Government-Owned Contractor-Operated (GOCO) Federally Funded Research and Development Center (FFRDC) located at Fort Detrick, Maryland. The FNLCR partners with university, government, and corporate scientists to speed the translation of laboratory research into new diagnostic tests and treatments for cancer and AIDS. FNLCR is a multi-program laboratory currently operated by Leidos Biomedical Research Inc. for the National Cancer Institute (NCI) under Prime Contract No. HHSN261200800001E, which provides Operations and Technical Support (OTS) for the Frederick National Lab. The Government assumes no liability for reimbursement for any effort or associated costs to respond, nor for any information provided as a result of this notice as no information is being requested. Please be advised that any submissions provided despite the aforementioned notice that no information is requested become Government property and will not be returned, nor will there be any ensuing discussions or debriefings of any responses. Responses submitted to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site and any sites referenced herein for additional information pertaining to business opportunities with the FNLCR, if any. Background and Contact Information Leidos Biomedical Research, Inc., Operations and Technical Support contractor for the Frederick National Laboratory for Cancer Research (FNLCR) seeks an experienced repository operations subcontractor for the operation and management of the FNLCR Central Repository (CR). The NCI at Frederick Central Repository currently consists of 3 buildings; floor plans are on file and available upon request. All three of these buildings are part of the NCI at Frederick. Two of these buildings are located at the NCI Campus at Frederick, Maryland. (Buildings 434 and 1066), and one building known as Wedgewood is located off-site in a leased space in the Frederick, Maryland area. Building 434 primarily houses specimens stored in liquid nitrogen freezers. Building 1066 primarily houses samples stored in mechanical -80°C freezers. The Wedgewood location houses and stores materials at a variety of temperatures and serves as the expansion space for biospecimen storage. The CR stores materials including but not limited to: frozen serum; plasma; urine; tumor tissue; tumor tissue extracts; whole red blood cells; white blood cell fractions; bone marrow cells; body fluids; lymphoblastoid cell lines; nucleic acids; stool specimens; paraffin blocks, glass slides, environmental samples and other types of specimens as directed by the Technical Project Manager (TPM), Assistant Technical Project Manager (ATPM) or through client approved service request mechanisms including requisitions. The CR does not currently store or distribute radioactive materials, Select Agents or Toxins, but might be part of a future scope. Leidos Biomed will be responsible for purchasing capital equipment and the Subcontractor will be responsible for the purchase of routine materials and supplies. The NCI at Frederick Central Repository has a current inventory of over 15 million specimens. For planning purposes only, the current average annual inventory activity is estimated at 700,000 specimen inputs and 605,000 specimen withdrawals.
