- Sole Source Justification for award to Laser Locators Performance work statement outlines all needed repair service for this request Sources Sought: This is a sources sought description to determine availability of other sources to supply repair service for the Bausch and Lomb manufactured OrbScan iiz Corneal Topography System. This equipment is owned and operated by the Laser Eye Center located within David Grant Medical Center (DMGC) at Travis AFB, CA. This is also a notice of intent to award sole source. David Grant Medical Center intends to award a sole source contract to Laser Locators. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PORPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION, AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS, AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS DESCRIPTION IS STRICTLY VOLUNTARY. Services Description: In accordance with attached Performance Work Statement(PWS) - DGMC is requesting Repair of the Bausch and Lomb manufactured OrbScan iiz Corneal Topography System. The service repair will occur at your location. The equipment will be shipped. Please reference the PWS for further information, guidelines, and requirements. Further please reference attached Single Source J&A provided by David Grant Medical Center explaining their intent to award single source. The authority for this action is FAR 13.106-1(b) Only One Responsible Source and no other supplies or services willl satisfy this requirement. Vendors who wish to respond to this should send responses via email NLT 27 April 2016 at 4:00pm (PST) to heather.shepard.3@us.af.mil. Interested businesses should submit a brief capabilities statement that demonstrates ability to provide similar service that fully satisfies requirement to perform repair service on the Bausch and Lomb manufactured OrbScan iiz Corneal Topography System. The decision for which levle of competition will be sought to award this contract will be based upon attached J&A, responses to this sources sought post, and other methods of market research.
