- The General Services Administration (GSA), Region 8, PBS Division is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for software that allows for asynchronously brainstorming. This requested software tool must also be able to sort and vote on projects, issues, and ideas. The software tool should have all ranking and voting is supported by statistical analyses such as standard deviation and mean vote, which enable the facilitating to quantify the level of alignment or disagreement within the group around a given decision. The tool can be integrated with Word, PowerPoint and Excel to allow teams to share and review information pertinent to their task and inform the decision making process. The tool can be used with participants in any part of the agency, as well as with other federal customers, as circumstances require. The tool also allows for anonymous contribution by participants and generates detailed reports of the entire session, including all contributions, voting tallies and documentation of decisions reached and actions identified. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 518210, for Applications Software. The Small Business Size standard for this NAICs code is $38.5 million. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain the potential market capacity. If your organization has the ability to provide this type of service, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Please provide documentation of the size of your business. If you are classified as a small business, Historically Underutilized Business Zone small business, Service Disabled Veteran Owned Small Business, Woman-Owned Small Business and/or SBA 8(a) certified small business, please provide a capability statement in addition to the other information for acquisition strategy determination. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, with an anticipated single award being made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by April 27, 2016.
