- PRE-SOLICITATION NOTICE: This is NOT a request for proposal. This is a synopsis for a competitive, full and open for a service acquisition as required by FAR Part 5.2. Vendors shall NOT submit proposals until the Final Solicitation is posted to this website. The Virginia Contracting Activity, announces the anticipated release of the Vessel Services solicitation on or about 6 May 16. The purpose of this contract is to provide charter vessel with captain and crew to support periodic open-ocean testing of a variety of test articles. It is intended the solicitation will result in a firm, fixed price IDIQ contract with a base year (1 Jul 16 - 30 Jun 17) and three (3) one-year option periods extending through 30 Jun 20. The successful contractor will be selected using lowest price technically acceptable source selection procedures in accordance with FAR 15.101-2, resulting in the best value for the Government. The solicitation will only be available on the website at www.fbo.gov. No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of this solicitation package. Interested parties should register on-line and subscribe to receiving procurement announcements related to this solicitation. When the solicitation and all associated documents have been downloaded, it is important to read the solicitation in its entirety because there are dates and terms and conditions that must be met by prospective offerors in order for the proposal to be considered responsive. The applicable NAICS Code and size standard for this acquisition are 483111 and 500 employees. This acquisition will be a competitive full and open. To be eligible for contract award offerors must be registered in the System for Award Management (SAM). Registration is accomplished via the SAM website at https://www.sam.gov/portal/SAM.
