- Updated RFI REQUEST FOR INFORMATION AND INDUSTRY DAY Enterprise-wide Strategic Sourcing Initiative for Training Services Department of Housing and Urban Development (HUD) THIS IS A NOTIFICATION REGARDING A HUD INDUSTRY DAY ONLY. This is not a request for offers, quotes or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool only. GENERAL INFORMATION On April 22, 2016, HUD will host an Industry Day/Market Research session between the Government and training services vendors as part of an ongoing project to define the potential requirements for an enterprise-wide strategic sourcing contract vehicle. The purpose of this session is to solicit feedback from industry on the proposed model, stakeholder requirements, and other pertinent issues to assess viability of the model and its requirements, including: •Allow vendors to bring capabilities and creative solutions to the Government before final development and potential issuance of requirements. •Begin a collaborative dialogue between Government and industry regarding HUD's training needs. BACKGROUND HUD's Enterprise-Wide Strategic Sourcing Initiative (HESSI) During FY 2015, HUD performed extensive research into Departmental spend for infrastructure type services. Nine categories were identified as ripe opportunities for strategic sourcing through: •Existing Federal Strategic Sourcing Initiative contract vehicles; •Other Government-wide strategic sourcing contracts; •Centralization of spending under existing enterprise-wide contract vehicles; and •Development of enterprise-wide strategic sourcing vehicles specifically structured with data requirements to drive further efficiencies. It is envisioned that these efforts will lead to leveraging economies of scale, increased transparency into Departmental spending habits and direct propulsion of business process re-engineering and behavioral management. The primary objectives of HESSI are to: •Minimize the Total Cost of Ownership of procured goods and services; •Utilize business intelligence to better support overall decision making and performance management; •Establish mechanisms to increase savings, value, and socio-economic participation; •Identify and replicate best practices; •Learn lessons applicable to future strategic sourcing efforts at the agency level; and •Substantially reduce unnecessary duplication of acquisitions within the Department. As part of HESSI, a multi-organizational team within HUD identified the requirements for HUD's Enterprise-wide Strategic Sourcing Initiative for Training (HESSIT). This Performance Work Statement (PWS) is intended to provide interested offerors the necessary background and requirements as they relate to these services. HUD's Enterprise-Wide Strategic Sourcing Initiative for Training (HESSIT) Currently, HUD's acquisition of training is decentralized, fragmented, and acquired using multiple processes. Generally, today, training that does not exceed $3,500 is typically acquired using the Government-wide Purchase Card. Training that exceeds $3,500 is acquired by discrete purchase order, by task order under existing Blanket Purchase Agreements (BPAs)/contracts or by new contracts. As a result of this decentralization, it is difficult for HUD to monitor or manage agency spend, leverage economies of scale, or ensure compliance with the various acquisition instruments in use. As part of HESSIT, HUD's training requirements are expected to be centralized under the Director of HUD LEARN and acquired through this strategic sourcing contract vehicle to the maximum extent possible. Various built-in discount trigger points are expected to drive cost efficiencies. Multiple awards for each training category are intended to facilitate competition and promote maximum opportunity for small business participation. HUD's Fiscal Year (FY) 2014 data reveals that 52 discrete training contract vehicles were awarded to 40 contractors under 13 North Atlantic Industry Classification System (NAICS) codes in response to requirements from 15 HUD program offices. HESSIT will eliminate these redundancies by aggregating training requirements under an enterprise-wide contract vehicle and, as a result, streamline training acquisitions within HUD. Although no decisions have yet been made, the following services may be included as requirements in the solicitation: •Core Training Services; •Optional Training Services; •Non-Core-Related Services (customization); •Enabling Training Services. The above services should include, but are not inclusive, to the following types of training: •Fundamental competencies; •Professional competencies; •Technical proficiency; •Leadership development. SESSION DISCUSSION TOPICS Below are some of the questions that HUD will address during the market research session: •What is the vision of the HESSIT program? •Which training services may be required? •What is the approximate training services volume that will flow through this contract? •What are the high-level reporting requirements? •What business process re-engineering requirements might this entail? •What is the tentative timeline for a potential procurement? Vendors should come prepared to discuss the following topics: •Unique solutions and service differentiators offered by vendors; •Capacity when considering the variety of training categories for HUD; •Potential price differentials based on single vs. multiple award vehicle; •Discussion of vendor's vision for serving HUD; •Reporting & data analysis services provided by the vendor; •Incentivizing end users to adopt best practice changes that result in win-win solutions; •Strategies around training services management; •Strategies, management and reporting around agency spend that drive discounts; oDiscounts off of commercial pricing; oVolume discounts for multiple courses/classes/locations; oEnterprise-wide spend trigger for additional discounts. •Means to maximize opportunities for small businesses to participate; •Capability to integrate multi-media to facilitate remote access to training, instructor-led Web-based training, self-paced training modules; and •Customization capabilities of training content to HUD-specific needs and the commercial pricing structures associated with such. VENDOR QUALIFICATIONS The government anticipates the following requirements and encourages vendors to partner with other service providers where necessary as follows: •Training delivery capabilities throughout the entire continental United States; •Mobile training capabilities; •Best in class past performance. REGISTRATION FOR SESSIONS HUD requests feedback, comments, and recommendations on the information provided. Respondents are encouraged to think broadly about how to best achieve the desired services. While the event is free to attend, registration is required. Only 200 attendees are allowed. Therefore, please limit attendance to two representatives per company. To register for the industry day, vendors are requested to send an email to Lawrence.E.Chambers@hud.gov with the following information: •Vendor Name; •Business Size; •Number of years of corporate experience; •2015 Revenue; •2015 volume handled (# of classes and the categories and types of training services); •Primary type of media used to deliver training; •Name of attendee(s); •Telephone numbers; •E-mail addresses; •Responses to each component of the Vendor Qualifications of this document; •Notification as to whether the firm is interested in meeting with the government on a first come, first serve one-on-one basis (see One-on-One Sessions below for specifics). Vendors, who cannot attend the event, are also encouraged to submit responses to the Session Discussion Topics for vendors above, limiting the response to 10 pages. All vendors should mark each page believed to contain corporate sensitive information with the note "Proprietary Information." Materials should be based on the information contained in this announcement and any other relevant information the vendor thinks is appropriate. Materials shall be submitted to Lawrence.E.Chambers@hud.gov, no later than April 29, 2016 at 4:00 Eastern. Subject: Market Research Materials from [VENDOR NAME] for HESSIT Any exchanges of information shall be consistent with procurement integrity requirements (see FAR 3.104). Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. The responses from this RFI may be used to assist the Government in developing requirements for a future procurement. For networking purposes the Government plans to share the name of participating Vendors, representatives, and phone numbers on FedBizOpps, unless Vendors specifically notify us otherwise. INDUSTRY DAY LOGISTICS Industry Day is scheduled as follows: April 22, 2016 9:00 A.M. 451 7th Street S.W, Washington, DC 20410 Industry Day participants must have a valid Government ID to access the HUD facilities. Participants should arrive early enough to pass through Government security and arrive at the auditorium prior to 9:00 A.M. An industry forum may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. These sessions do not obligate the government in any way to issue a solicitation for the services discussed. ONE-ON-ONE SESSIONS The government may elect to conduct one-on-one sessions with the first 16 vendors who register on a first-come, first serve basis. There will be a limited number of 16 time slots for the One-on-One sessions. The government does not guarantee that all session requests will be scheduled. One‐on‐One sessions will generally last 15 minutes. The content of the One‐on‐One sessions will be centered around the Industry Partner's feedback to the government on developing requirements that lead to best strategic sourcing outcomes for HUD in its training program. One‐on‐One sessions will be conducted with two government team members. However, there may be additional team members present to observe. One‐on‐One sessions may be conducted via telephone, or in person. If conducted in person, the session will be held at the HUD headquarters building in Washington DC immediately following the industry day. The window to schedule a One‐on‐One session via submission of registration and expression of interest begins immediately and ends April 15, 2016.
