- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT: The Army Contracting Command (ACC) - Aberdeen Proving Ground (APG) Edgewood Division intends to solicit and negotiate with one source, JL Shepherd & Associates located at 1010 Arroyo Ave, San Fernando, California 91340-1822. The North American Industry Classification System Code (NAICS) is 334517 with a size standard of 500 Employees. Edgewood Chemical Biological Center has a requirement for two (2) annual preventative maintenance services for their existing JL Shepherd 484R-2 Irradiators. The Government intends to modify the existing contract W911SR-15-C-0015 to incorporate the preventative maintenance services on firm-fixed-price basis. The proposed effort will be solicited on the basis of other than full and open competition pursuant to Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals; however, any firm that believes it can meet the specifications above may give written notification to the point of contact below no later than 4:00 P.M., (EST) on 6 MAY 2016. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the precise items outlined above. A request for documentation will not be considered an affirmative response. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
