Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT: The Army Contracting Command (ACC) - Aberdeen Proving Ground (APG) Edgewood Division intends to solicit and negotiate with one source, JL Shepherd & Associates located at 1010 Arroyo Ave, San Fernando, California 91340-1822. The North American Industry Classification System Code (NAICS) is 334517 with a size standard of 500 Employees. Edgewood Chemical Biological Center has a requirement for two (2) annual preventative maintenance services for their existing JL Shepherd 484R-2 Irradiators. The Government intends to modify the existing contract W911SR-15-C-0015 to incorporate the preventative maintenance services on firm-fixed-price basis. The proposed effort will be solicited on the basis of other than full and open competition pursuant to Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals; however, any firm that believes it can meet the specifications above may give written notification to the point of contact below no later than 4:00 P.M., (EST) on 6 MAY 2016. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide the precise items outlined above. A request for documentation will not be considered an affirmative response. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. All correspondence shall be written and sent via electronic mail to the Contracting Officer, William Mebane III, at william.e.mebane2.civ@mail.mil and the Contract Specialist, Kelly Paul, at kelly.n.paul.civ@mail.mil.
