- Attachment L-3 (Consent Letter) Attachment L-2 (PPQ) Attachment L-1 (PPI) Exhibit A CDRL Attachment 1 DD254 Solicitation N00030-16-R-0037 Strategic Systems Programs (SSP) hereby issues a full and open competitive solicitation for effort for Nuclear Weapon Surety Support. This effort will include three CLINs, generally described as follows: Item 0001 - SP31 Support (O&MN) (CPFF-LOE). This effort includes Nuclear Weapon Incident Program Support, Nuclear Weapon RADCON Support, Classification Management Support, Working Group and Committee Executive Agent Support, Nuclear Weapons Surety Training, OSD Nuclear Matters Support. Option Item 0002 - Policy, Planning, and Analytical Support Services for Nuclear Weapon Surety Policy (O&MN) (CPFF- LOE). This effort includes, Surety Policy Program Support, Nuclear Weapon Surety Policy Support, Vulnerabilities and Countermeasures Analyses, Nuclear Weapons Surety Programs and Studies, and NWS Program Requirements and Systems Engineering. Option Item 0003 - SP30 and SP301 Support (O&MN) (CPFF- LOE). This effort includes Program Support to SP30/300 that is generally described as follows: Support SP30 in analyzing and making recommendations regarding program structure; preparing program plans and acquisition plans; ensuring coordination with SP31 and SP32 in responding to emerging NWS assessments; contributing to and coordinating efforts to apply SSP's systems engineering and program management disciplines, and; Nuclear Surety-related programs. Also included is Engineering Technical Support to SP301 that is generally described as follows: Support SP301 in executing functions as the SSP Deputy Chief Engineer for Surety as set forth in the Technical Authority Warrant and SSPINST 5400.11A, Engineering and Technical Authority Program to develop, support, sustain, oversee and provide governance of Nuclear Weapons Surety technical engineering processes, programs, policies, acquisition and operations. For CLIN 0001 the basic contract will cover a period of 26 August 2016 to 31 March 2017 ; three one-year options cover the period of 1 April 2017 to 31 March 2020 Option CLIN 0002 will cover a period of 2 November 2016 to 31 March 2017; three one-year options cover the period of 1 April 2017 to 31 March 2020 Option CLIN 0003 will cover a period of 2 November 2016 to 31 March 2017; three one-year options cover the period of 1 April 2017 to 31 March 2020 Also, the anticipated contract will include a provision that would allow for an increase in the level of effort of up to thirty percent (30%). The Contractor shall have a facility clearance of TOP SECRET. The solicitation (N00030-16-R-0037 is now posted on the FEDBIZOPS. Hard copies of the solicitation will not be mailed.
