- GENERAL INFORMATION: The Federal Aviation Administration (FAA), Central Service Area (CSA), is conducting a Market Survey to improve the Government ™s understanding of the current marketplace and to identify qualified and capable sources. This announcement is not a Screening Information Request (SIR), a Request for Offer (RFO) or a Request for Quotation (RFQ) of any kind. The FAA has a requirement for an HVAC Control System Service Agreement Contract for the HVAC Control System installed and configured by Honeywell. DESCRIPTION Provide labor and material to perform maintenance and routine programming of the Honeywell HVAC Control System at the Cleveland ATCT, 5800 Postal Road, Cleveland, OH 44135. Work to be performed under the HVAC Control System Maintenance Agreement Contract is as follows: The HVAC controls equipment listed below for maintenance and routine controls programming are the basic requirements of the service agreement. The service agreement will also include any HVAC equipment that falls within the traditional standard mode of HVAC controls preventive maintenance and task, including repair services. All work under this contract shall be completed during normal working hours of 7: 00 am to 3:30 pm, Monday through Friday, unless called for emergency services. 1. Chillers (CH-1, 2 & 3); Perform routine input/out chillers control monitoring, such as chilled water control valves, supply air fan, system pressure, free cooling monitoring, chilled water evaporators, chilled water pump, and condenser pump. Monitor and adjust chilled water supply and return temperature. 2. Boilers (B-1B, B-2B & B-3B): Perform routine input/out boilers control monitoring, such as boilers safety control valves, boiler pumps, flame sensor, boiler controller, temperature setpoint parameters, and boiler energy management system. 3. Heat Exchangers: Perform routine input/out heat exchanger parameters, such as heat exchange control, system pressure/temperature monitoring. 4. AHU-1B & AHU-2B, RAF-1B, 2B: Perform routine input/output control monitoring of air-handling unit parameters monitoring/adjustment such as supply/return fans, static pressure, control valves, temperature setpoint, and humidity controls etc. 5. AHU-3B & AHU-4B, RAF-3B (Typical for FCU-1T, 4T/EF-11B): Perform routine input/output control monitoring for air-handling unit parameters such as supply/return fans, static pressure, control valves, temperature setpoint, and humidity controls etc. 6. AHU-3T, EF-3T (Typical for AHU-5B/RAF-5B: Perform routine input/output control monitoring for all air-handling unit parameters such as supply/return fans, static pressure, control valves, temperature setpoint, and humidity controls etc. 7. AHU-4T Constant Volume: Perform routine input/output control monitoring for air-handling unit parameters as supply/return fans, static pressure, control valves, temperature setpoint, and humidity controls etc. 8. CRAC-1B, 2B, 3B and 4B Servicing TRACON building first floor Electronic Equipment room and CRAC-5B, 6B, 7B & 8B Servicing second floor TRACON Radar Equipment room: Perform routine input/output control monitoring for all CRAC unit such as temperature setpoint, and humidity controls etc. 9. CRAC-1T, 2T, 3T and 4T Servicing 11th floor of the ATCT Equipment room and CRAC-5T, 6T servicing 13th floor of the Equipment room: Perform routine input/output control monitoring for all CRAC unit such as temperature setpoint and humidity controls etc. 10. CAB AHU-1T, 2T & HWC-1T, 2T, 3T, TF-1T, 2T, 3T, EDH-1T, EF-1T and HU-1T, 2T: Perform routine input/output control monitoring for all AHU/HWC/EDH/EF/HU such as temperature setpoint, electric duct heater control, and humidity controls etc. 11. Variable Air Volume System (VAV): Perform routine input/output control monitoring for all variable air volume unit such as temperature setpoint and humidity controls etc. 12. Fan Coil Units: Perform routine input/output monitoring for all fan coil unit such as temperature setpoint and humidity controls etc. The purpose of this market survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing an HVAC Control System Service Agreement Contract for the HVAC Control System installed and configured by Honeywell. The North American Industry Classification System (NAICS) code is 811219 and size standard is $20.5 million. RESPONSE TO THIS MARKET SURVEY Any information provided in response to this market survey will be used for informational purposes only and will not be released. Vendor participation in any informational session is not a promise of future business with the FAA. Interested sources should provide evidence of qualifications/capabilities available to provide an HVAC Control System Service Agreement Contract for the HVAC Control System installed and configured by Honeywell. Responses must include the following information: 1. Description of resources available to meet the description set forth in this market survey and provide documentation that clearly demonstrates that the interested vendor is qualified and capable of providing an HVAC Control System Service Agreement Contract for the HVAC Control System installed and configured by Honeywell. The format of the documentation is at the discretion of the vendor. 2. A list of current HVAC Control System Service Agreement Contracts for HVAC Control Systems installed and configured by Honeywell to demonstrate the capabilities that the vendor possesses in this area. 3. Completion of the attached Business Declaration Form for descriptive information regarding the business status of the vendor. Responses must be received no later than May 2, 2016 at 2:00 p.m., local time. Market survey responses received after the time and date specified may be determined to be late and may not be considered. All responses, including attachments, shall be submitted electronically to irene.medina@faa.gov, Subject: Cleveland ATCT HVAC Control System Service Agreement Contract. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this market survey. Therefore, any costs associated with vendor ™s market survey submissions will be solely at the interested vendor ™s expense. Only vendors that respond with information packages providing the required information demonstrating that their firm meets the minimum requirements will be added to the Source List for this requirement.
