- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on May 3, 2016: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $16 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the Valley loop Road and El Portal project in which you performed ( as the prime contractor ) superpave hot asphalt concrete pavement, aggregate base, roadway excavation, subexcavation, surface course aggregate, pulverizing, sewerline installation, electrical system installation, reinforced concrete pavement, concrete curb, pipe culverts, stone masonry headwalls. Work experience should also include roadway realignment, roundabout construction, parking lot reconstruction, and asphalt and aggregate trail construction, and utility work including waterline. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: CA FTNP/YOSE 500(2) & 16(7) Valley Loop Road & El Portal Road This project will consist of roadway resurfacing, restoration, rehabilitation, and reconstruction of approximately 4.9 miles of roadway on the CA FTNP/NPS YOSE 500(2) & 16(7) project in Yosemite National Park, Mariposa County, California. Work is included on El Portal Road and Valley Loop Road (Northside and Southside Drives), and Sentinel Drive within Yosemite Valley. Principle work items include 22,000 tons of superpave hot asphalt concrete pavement, 24,000 tons of aggregate base, 18,000 cubic yards of roadway excavation, 7,000 cubic yards of subexcavation, 8,000 tons of surface course aggregate, and 3.8 miles of pulverizing. Work also includes realignment of 2,000 feet of Northside Drive, roundabout construction at the Village Drive intersection, reconstruction of the Camp 6 and Camp 4 parking lots, drainage improvements, asphalt and aggregate trail construction, and utility work including waterline, sewerline, and electrical system installation. Additional work items include 1,200 square yards of reinforced concrete pavement, 30,000 linear feet of concrete curb, 5,000 feet of granite curb, 2,800 linear feet of pipe culverts (CMP), and 50 stone masonry headwalls. All of the work is occurring in cultural and natural resource sensitive areas. Construction phasing and temporary traffic will be very important to minimize disruptions to park visitors throughout construction. Temporary traffic control will need to accommodate vehicles, bicycles, and pedestrians. It is anticipated this project will be advertised in May, 2016 with construction beginning in September 2016 and extending through November 2017. The estimated price range is between $ 12,000,000 and $16,000,000.
