- LPRD Bidder's Library NDA LPRD Bidder's Library Request Form (27 Apr 2016) LPRD Bidder's Library FBO Notice (27 Apr 2016) Laser Pod Research and Development (LPRD) BAA-AFRL-RVKD-2016-0001 LPRD Bidder's Library A ccess to the LPRD Bidder's Library, which contains technical data relevant to conceptual design and proposal preparation, must be requested and approved/provided by the Government. 1. Any potential offeror (prime or subcontractor) requesting access to the LPRD Bidder's Library is required to be certified in the Joint Certification Program (JCP) (Militarily Critical Technical Data Agreement, DD Form 2345) and be a cleared defense contractor with the ability to receive/store Controlled Unclassified Information (CUI) and classified information. To obtain certification in the JCP, potential offerors must follow the instructions provided on the JCP website, http://www.dlis.dla.mil/jcp/. 2. All request packages must contain: a. Completed request form; b. Copy of current Military Critical Technical Data Agreement (DD Form 2345) for the organization; and c. Signed Non-Disclosure Agreement (NDA) Submit complete request packages to RDL Acquisition at AFRL.RDL.ACQUISITIONMAILBOX@us.af.mil. 3. The Government will validate certifications in JCP to ensure the requestor is certified/cleared to receive/store critical technical information (unclassified and classified). a. If the potential offeror's request is approved, one or more DVD/CDs containing the LPRD Bidder's Library will be sent to the address(s) provided on the request form (unclassified and classified addresses will be required). It is possible more than one release of disks will be required for time criticality of the information. If so, updated disks will be mailed to the addresses on file. Requestors will be notified via e-mail when the LPRD Bidder's Library has been mailed. b. If the potential offeror's request is denied, the Government's rationale for denial will be provided via e-mail. 4. Paragraph 6 of the NDA requires companies to "not duplicate or copy to a networked computer any CUI or classified information which is viewed or downloaded from the LPRD Bidder's Library disk(s)." The Government can provide more than one copy of the LPRD Bidder's Library to business units who are coordinating on/or will be preparing a proposal for LPRD across geographically separated locations. If more than one copy of the LPRD Bidder's Library disk(s) are needed, complete a request package for each geographically separated location. Requests for multiple copies should be submitted at the same time.
