- Justification The National Institutes of Health intends to negotiate on a sole source basis with The Foundation for Advanced Education in the Sciences, Inc. The National Institutes of Health, National Institute of Nursing Research (NINR) needs to obtain a contract for a five (5) day boot camp conference for 150 participants. The conference is the 2016 NINR Boot Camp: "Precision Health from Omics to Data Science. Foundation for Advanced Education in the Sciences (FAES) is the only vendor with the knowledge of NIH's program, and ability to provide continuing education unit credits to participants. FAES was established to facilitate a collegial environment and provide educational services for the scientific community at NIH. They operate near the Bethesda campus, and their familiarity with the project requirements due to managing it in the past. FAES can easily recruit speakers, arrange for their travel and mobilize to handle other logistics in a short amount of time. The FAES offers the Biotechnology Training Program that provides lectures and hands on laboratory training. The purpose of the Boot Camp is for attendees to (1) Engage with leaders in the areas of emerging omics technologies, protecting participant privacy, data sharing, and data science; (2) Assess how integrating patient-provider collaborations with omics and data science technologies is refining definitions of health and disease; (3) Learn by doing. Take part in hands on activities incorporating data science and omics technologies to advance research and clinical practice; (4) Network with other attendees and speakers to share ideas, ask questions, and find potential collaborators. Deliverables Honorarium for Speakers (16) Travel Expenses for (13) Presenters Printing Costs Materials for lab exercises, agendas 4 GB USB Drives Supplies- Notebooks, Pens 5 Day- Fulltime AV/Computer Technical Assistant to assist presenters Direct Labor costs Management Fees (if any) Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). If you believe you can provide the items or services, please forward capability statements to tonia.ellen@nih.gov by May 2, 2016. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
