Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract with a maximum duration of five years (including a base year and four one-year options) using Federal Acquisition Regulations (FAR) Part 12 provisions with Rolls-Royce Corporation (RRC), 450 S. Meridian St., Indianapolis, IN, 46225, for Sustaining Engineering and Logistics Support (SELS) for the AE2100D3 engine that is used by the United States Marine Corps (USMC), United States Navy (USN), and Foreign Military Sales (FMS) customers on the KC-130J aircraft. A sole source acquisition will be procured under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." RRC is the designer, developer, and sole producer of the AE2100D3 turboprop engine and is the only known firm with the knowledge and technical data necessary, including detailed drawings, specifications and historical data, to provide the necessary level of engineering and logistics support within the required timeframe. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Reponses shall be made in writing by email or U.S. mail to the attention of Monica White using the contact information provided in this synopsis. Companies interested in subcontracting opportunities should contact Rolls-Royce Corporation directly. Unless otherwise stated herein, no additional written information is available.
