Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Medical Research Materiel Command (USAMRMC) Enterprise Information Technology Project Management Office (eIT PMO) to procure CMPRO Configuration Management Software without competition as prescribed in FAR 13.501(a)(1)(i). Specifically, the Government will procure this software manufactured by Professional System Associates, Inc. (PSA). USAMRMC eIT PMO is procuring CMPRO Configuration Management (CM) Software (SW) package and support services. PSA is the sole source provider of this software with no certified resellers. CMPRO is the only software found to satisfy the elT PMO functional and information security requirements necessary for this CM SW. The CMPRO SW has received a government Certificate of Networthiness (CoN) based on a trusted standardized platform, configured per Federal Desktop Core Configuration (FDCC) standards. The National Institute of Standards and Technology provides a list of FDCC security settings recommended for general-purpose microcomputers that are connected directly to the network of a United States government agency. Additionally, CMPRO software is capable of using public key infrastructure (PKI) certificate access requirements associated with accessing the CMPRO servers. PKI is a set of roles, policies and procedures needed to create, manage, distribute, use, store, and revoke digital certificates and manage public-key encryption. The CMPRO SW meets the primary objectives for a configuration management tool, which are to ensure that configuration identification, baseline control, change management, status accounting, and auditing are captured for all eIT PMO products, including hardware, software, documentation, and security related items. CMPRO SW offers process improvements and efficiency gains because it is a more robust program and their maintenance support service infrastructure is more evolved. After receiving sample test software, other products could not achieve compatibility with the government network therefore would not receive a CoN. Inability to receive a CoN eliminates the product from consideration. The elT PMO is replacing the current Configuration Management Tool (CMT) software with CMPRO, which allows the elT PMO to gain greater visibility and control of product data. The North American Industry Classification System (NAICS) for this requirement is 511210 and FSC 7030. Proposed solicitation number: W81XWH-16-T-0186. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name only. All questions and responses concerning this notice shall be emailed to James Cheng at james.cheng1.civ@mail.mil. Interested concerns must identify their capability in writing to the above email address listed above no later than 4:00 PM ET, 12 May 2016.
