- The Naval Sea Systems Command (NAVSEA) intends to issue Request for Proposals (RFP) number N00024-16-R-2304 to Lockheed Martin - Mission Systems and Training (LM), 2323 Eastern Boulevard, Baltimore, Maryland 21220, and Austal USA (Austal), 1 Dunlap Drive, Mobile, Alabama 33610, for the construction of up to 14 Littoral Combat Ships (LCS) and associated supplies and services. This solicitation will be a limited competition between LM and Austal. The LM LCS Team is comprised of LM and Fincantieri Marinette Marine (FMM). The Austal LCS Team is comprised of Austal and General Dynamics Mission Systems (GDMS). The requirement contemplated is for up to one (1) LCS in FY 2017 to LM and one (1) LCS in FY 2017 to Austal with a Block Buy Option for up to an additional 12 LCS Class ships in FY 2018 - FY 2025. NAVSEA intends to issue an additional RFP to LM and Austal in FY 2018 to convert the FY 2018 - FY 2025 LCS Block Buy Option ships to Frigates. The associated supplies and services consist of: associated class design services, installation and checkout spares, post-delivery support and services in the correction of deficiencies, crew and shore support and special studies. Austal and LM's subcontractor, FMM, are the only two shipyards with the current capability to build LCS Class ships. Additionally, Austal and LM's subcontractor, FMM, are the only sources with requisite knowledge of LCS and Frigate design, construction, and systems to efficiently and effectively construct these additional follow-on ships within the required construction period and perform the associated services. Award to any other contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Navy's requirements. The requirements contemplated are for FY 2017 - FY 2025 ships. The contracts will be awarded without full and open competition pursuant to 10 U.S.C. 2304(c)(1), Only One or a Limited number of Responsible Sources, and No Other Supplies of Services Will Satisfy Agency Requirements.
