Description
Justification for Other than Full and Open Competition-PR0005294 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a onetime sole source, fixed price contract with Charles Ross & Son Company, 710 Old Willets Path, Hauppauge, NY, 11788 for the purpose of procuring a Planetary Mixer. The FBI has a requirement to have the ability to produce high viscosity formulations on the large scale for device deconstruction and testing. A double planetary blade type mixer is required to meet this requirement. The requirements for this capability are listed below. 1. The system must have a maximum capacity equal to or greater than two (2) gallons with a working capacity equal to one and a half (1.5) gallons on the high side. 2. The system must have a mixing capacity equal to one (1) quart on the low side. 3. The system must have variable speed control. 4. The system must have agitators which rotate on their own axis while revolving through the mixing can from a common orbiting gearbox. 5. The system must have a powered lifting mechanism for raising and lowering the mixing container. 6. The system must allow for the ability to change mixing cans. 7. Working parts of the system are to be constructed of Stainless Steel type 316 and have a wetted parts polish of 150 grit. 8. Any non stainless exterior finishes must be painted with a two part coating. 9. Any elastomers used in the system must be Viton. 10. The system must incorporate explosion proof limit switches to prevent operation of drives when the stirrers are not in the correct operating positions. 11. The system must incorporate a heavy duty gearbox with ratio appropriate for high viscosity mixing. 12. The mixing blade must be heavy duty and polished to a 150 grit finish. 13. The motors on the system must be capable of an orbital speed range equal to or greater than 5 to 100 RPM with the stirrer blades rotating on their own axis between 6 and 120 RPM. 14. The system must include a vacuum hood for the removal of vapors which is to be constructed of stainless steel type 304. 15. The mixing can of the mixer is to be stainless of type 316, designed for vacuum operation, have attached stainless handles. 16. The interior corners of the mixing can are to be radiused for easy cleaning and it is to be mounted on non sparking caster wheels. 17. The system must have a control panel for controlling the mixer. 18. The system must have the ability to be remotely controlled. Based on market research, and Government end-users, it has been determined that the Ross Model DPM-2 Gallon Double Planetary HV Blade Mixer, manufactured and distributed solely by Charles Ross & Son Company, is the only double planetary mixer that meets all the FBI's requirements. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 332323, Ornamental and Architectural Metal Work Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6-302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
