Description
WGBRDS Specifications The JBSA-Randolph Contracting Squadron, 502 CONS/JBKCA, is contemplating the acquisition of a Wireless Ground Base Radar Detection System in support of resource protection of JBSA-Randolph, TX. The Wireless Ground Base Radar Detection System (WGBRDS) shall consist of a trailer that houses a Thermal/Closed-circuit television (CCTV) matched to radar detection, self-contained power generation (Battery, Solar, and Generator (gas)), and wireless communication system. The trailer shall be capable of being pulled by a UTV (Utility Task Vehicle) that has a maximum tow rating of 1500 lbs. The WGBRDS shall be primarily used for perimeter defense and occasionally asset protection. The North American Standard Industry Classification System (NAICS) code anticipated for this acquisition is 334290 - Other Communications Equipment Manufacturing, the small business size standard is 750 employees, and the Federal Supply Class Code 5855 - Night Vision Equipment, Emitted and Reflected Radiation. Based on responses to this sources sought, this requirement may be set aside for Small Business or procured through Full and Open competition. The following are some key salient characteristics of the complete mobile radar system; The radar shall provide 360° coverage of surrounding area and mounted directly onto trailer or mast. The radar shall be capable of detecting an individual walk, run, or crawl at 5-500 meters and vehicle or individual walk/run 5-1400-meters. The system shall use commercial command and control system software solution that shall integrate the radar and camera to provide detection and slew-to-cue and tracking capabilities. The commercial command and control system software shall be programmable by the operator to exclude areas within the alarm zone from initiating an alarm (such as routine traffic zones) since the system shall be used to detect and assess potential adversaries approaching the site. The detection area surrounding the system site shall be broken down into detection/assessment zones to responding security personnel. Integrated infrared camera system capable of seeing man-sized objects to at least 1400-meters during the daytime/nighttime with infrared (IR) capabilities and pan-tilt-zoom to conduct assessment in a 360 degree pan and ± 60 degree tilt area. The camera shall be integrated onto mast/telescopic pole unit. The System shall provide man-portable integrated laptop command center operable wirelessly from a UTV, 7 day network video recorder, mouse and keyboard in a single unit in a protective case to prevent damage. The WGBRDS shall be capable of being operated wirelessly from inside or outside of the UTV through the laptop System shall employ a wireless mesh network (WMN) or equivalent communications network that provides the capability to monitor the WGBRDS remotely. The WMN or equivalent shall have the capability to stream video and data securely point-to-point for a minimum of 1 mile line of sight. The Power system shall utilize batteries supplemented by solar panels as its primary power source. Batteries shall have the ability act as either the primary or backup source of power. The batteries shall be refreshed by solar, Alternate Current (AC) or generator power sources. Awards that may result from this market research shall be delivered to JBSA-Randolph, TX. THIS IS NOT A SOLICITATION FOR PROPOSALS OR QUOTES; therefore, in accordance with FAR 15.201(c) any responses to this inquiry will not constitute nor will be considered as contractor offers, and no contract will be awarded as a result of this inquiry. This information will be used by the 502 CONS/JBKCA for market research purposes, only, and the submitted information will not be returned. Submitted information will be protected in accordance with DoDD 5400.11, Department of Defense Privacy Program, and DoD 5400.11-R, Department of Defense Privacy Program, and no feedback will be provided regarding submissions or the total number of submissions received. Responders are solely responsible for all expenses associated with responding to this request for information, as the government is not liable for any costs incurred by interested parties in responding to this request. The purpose of this sources sought notice is to query the market for potential interested, capable, responsible, and qualified commercial small business offerors that may perform the stated requirement. The government is interested in collecting market data/information in accordance with Federal Acquisition Regulation (FAR) Part 10, from potential sources that have the capability to manufacture and/or produce a Wireless Ground Base Radar Detection System (WGBRDS) mounted on a trailer.
