Description
This pre-solicitation notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors of a 100% Small Business set-aside for Request For Proposal (RFP) N40085-16-R-0324, for Emergency Generator and Diesel Fire Pump Maintenance at the Philadelphia Naval Business Center (PNBC), Philadelphia, PA. This acquisition will result in the award of a combination Firm Fixed Price (FFP) and Indefinite Delivery/Indefinite Quantity (IDIQ) Services contract for Emergency Generator and Diesel Fire Pump Maintenance Service. The scope of work is as follows: The contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering and other items necessary to provide emergency generator and diesel fire pump services necessary to fulfill the requirements of this contract and each task order in a timely manner, with safety as a priority and quality work as the final product. The scope of work involves recurring work for emergency service orders, routine service orders, develop and implement a preventative maintenance program for emergency generators and diesel fire pump engines at the Philadelphia Naval Business Center (PNBC), Philadelphia PA. The contract will be procured utilizing competitive proposals and formal source selection procedures, as it has been determined in accordance with FAR 15.101 to be the most appropriate method of contracting for the subject project. A Request for Proposal (RFP) will be issued to obtain contractor qualifications from which the resulting contract will be awarded. This solicitation will be issued as a Request for Proposal (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation, Subpart 16.5 Indefinite Delivery Contracts and Part 37 - Service Contracting. The North American Industry Classification System (NAICS) is 811310. The size standard is $7.5 million. The resultant contract will be a combination firm fixed price and indefinite delivery/indefinite quantity type service contract containing a twelve month base year of performance plus four twelve month option periods of performance. This solicitation is issued as a 100% TOTAL SMALL BUSINESS SETASIDE. The solicitation (specification) will be limited to the electronic medium only. The specification WILL NOT be provided in a paper hard copy format or CD ROM. The address for downloading this solicitation from the Internet is https://www.neco.navy.mil. Registration and downloading from the Internet is free of charge; however, some specifications may take a considerable amount of time to download. All prospective offerors are required to register on the Navy Electronic Commerce Online (NECO) website for this procurement. An official plan holders list will be maintained on and can be printed from the website. If you fail to register, the Government cannot be responsible for your being notified of any amendments to the solicitation. Notification of any changes to this solicitation (amendments) shall be made only on the internet. Therefore, it is the contractors responsibility to check the Internet site daily for any posted changes to the solicitation. Award results will be posted on the website and will not be released by telephone. In addition, all contractors doing business with the Federal Government must be registered in the System for Award Management (SAMS) at https://www.sam.gov. Prospective contractors MUST register in the SAM Database. SAM is the official U.S. Government System consolidating the capabilities of the Central Contractor Registration (CCR) FedReg, Online Representations and Certification Application (ORCA), and Excluded Parties List System (EPLS). Information regarding SAM may be obtained by accessing the website at http://www.sam.gov or by calling 1-866-606-8220. Contractors are hereby notified that failure to register in SAM makes an offeror ineligible for award of DoD contracts. NOTE: Offerors should submit verification of their firms registration in the SAMS database with their offer.
