USPS Form 8203 RFI APPS Tunnel Scale 05-04-16 REV 3.pdf Attachment II Automated Package Processing Systems (APPS) Tunnel Scale Parameters Package Sorting Technology United States Postal Service Sources Sought - Request for Information (RFI) Automatic Package Processing System (APPS) Tunnel Scale Replacement Study RFI # 3A-16-A-0077 May 04, 2016 Rev. 3 Study Overview The United States Postal Service (Postal Service) is issuing this Request for Information (RFI) for the purposes of conducting a study regarding the replacement of the Automated Package Processing System (APPS) tunnel scale. This study will be conducted to identify and analyze the capabilities of an industry sourced weigh-in-motion scale to improve the weigh tolerance of the current Postal Service weighing system. The Postal Service is interested in finding scale manufacturer(s) who are qualified and capable of successfully completing this study. You are invited to submit a response to this RFI to include marketing materials, potential solutions, specific responses to requested information and all other relevant information you deem appropriate to address your ability to provide the requested services. The Postal Service will not pay for information provided under this RFI, and the Postal Service will not provide reimbursement for costs incurred in responding to this RFI. This RFI does not constitute a solicitation for proposals, and the Postal Service is not accepting applications for financial assistance or financial incentives under this RFI. Responses to the RFI will be treated as informational only and will not be viewed as a binding commitment for the respondent to develop or pursue the project or ideas discussed. Problem Statement/Requirements This effort is in support of the Postal Service's strategic initiative to improve the accuracy and precision of the existing APPS tunnel scale. The objective of this study is to replace the existing APPS scale with a new scale to improve the current specified weight tolerance of +/- 4.0 oz. This study is important to discover the ideal weight tolerance of the APPS scale that can be used for the Postal Service's revenue protection objective. The solution must be capable of integrating seamlessly into the existing interfaces; mechanical, electrical and electronic, as a "black box" solution. The Postal Service is interested in identifying supply sources capable of fulfilling the requirements identified herein and in the attached USPS APPS Scale Parameters dated April 27, 2016, Rev. 1. Technical Requirements Please refer to attached Postal Service Requirements Document - USPS APPS Scale Parameters dated April 27, 2016, Rev. 1. Response Instructions and Guidelines: Suppliers are requested to submit a statement of capability outlining their understanding of the current industry capabilities as well as their own capabilities and past work that are related to this RFI. This statement should include the following RFI response criterion: •1. Company name, mailing address, e-mail address, telephone and facsimile (fax) numbers, website address (if applicable), and the name, telephone number, and email address of a point of contact having the authority and knowledge to clarify responses with a Postal Service representatives. •2. Description of your organization's knowledge of the weigh-in-motion scale industry, including current and past products within the last three years that would potentially meet the Postal Service's requirements as defined in the Technical Requirements section of this document. •3. Description of your organization's knowledge of and experience in the prototyping of technical solutions for projects similar to the project described in Postal Service requirements as defined in the technical description: Postal Service Requirements Document - USPS APPS Scale Parameters dated April 27, 2016, Rev. 1 •4. Define capabilities and resources available to provide the following in fulfilling the Postal Service Requirements Document - USPS APPS Scale Parameters dated April 27, 2016, Rev. 1. •a. Production - facilities, manpower, and manufacturing capabilities for production volume in the hundreds/thousands of units •b. Engineering - product developments, modifications needed to satisfy stated requirements, including biometric data capture/formatting and durability •c. Training - ability to provide instruction in proper product use and troubleshooting •d. Maintenance - ability to provide product repair or preventive maintenance •e. Warranty - types of product warranty(ies) available •5. Quality Systems - Document your quality control system, including quality controls on subcontractors, if applicable. Describe the company's quality assurance process and elaborate on ISO compliance. •6. Integrated Logistics Support (ILS) Documentation and Training - Describe your capabilities to produce ILS documentation (Technical Data Package, Maintenance Hand Books, etc.) and experience in developing and delivering operator and maintenance training. •7. Financial Responsibility - Interested participants must provide sufficient information such that a determination can be made that sufficient resources/operation capital to ensure successful contract performance is available for any potential award. Financial information is to be no older than 60 days from date of submittal, and must include the following but not limited to: •a. Certified defined balance sheet. •b. Profit and loss statements from the last three (3) fiscal operating years. Provision A-2: Solicitation for Information or Planning Purposes (March 2006) as defined below shall apply to this Sources Sought - Request for Information (RFI) a. The Postal Service does not intend to award a contract on the basis of this solicitation or to pay for the information solicited. b. This solicitation is issued for the purpose of: identifying supply sources capable of fulfilling the requirements identified herein and in the attached USPS Scale Parameters dated April 27, 2016, Rev. 1. Schedule and Deliverables Suppliers interested in responding to this announcement must send three (3) hard copies and one soft copy in Microsoft Word (.doc or.docx) or Adobe Acrobat (.pdf) format. Responses are limited to 8 pages in total length using 8.5"x11" paper; single sided with a minimum of 11 point font. Please indicate the individual criterion being addressed by number. Questions regarding the content of this RFI must be submitted to the email address provided. Respondents to this RFI should not anticipate feedback regarding their submissions; other than acknowledgment of receipt, provided a submitter requests such an acknowledgement. Use of the information will be at the discretion of the Postal Service whether we pursue information or services on an individual basis thereafter. The information provided in this RFI is subject to change and is not binding on the Postal Service. All submissions become the property of the Postal Service and will not be returned. Responses to this RFI must be received by 0900 am on 19 May 2016.
