Description
The Naval Air Systems Command (NAVAIR) intends to issue an Order under Basic Ordering Agreement, Contract N00019-12-G-0006 with the Bell-Boeing Joint Project Office on an ‘other than full and open' competitive basis for the procurement of the effort required for the software product update, qualification test, and integration into the air vehicle, airworthiness substantiation, flight test demonstration and Validation/Verification for the 2019 Fleet Software Release for MV/CV-22. The effort includes the following: Development, delivery and incorporation of software changes to the Tactical Software Suite (TSS) dictated by the 2019 Fleet Requirements document (FRD) Maintain the current fleet software releases (FRD 2017) and provide analysis, planning and long-lead work for the 2021 FRD. Sustainment of Post developmental software, including but not limited to correction of anomalies/deficiencies/issues and or development of reliability/maintainability (R&M) improvements Engineering support, analysis and recommendations to prepare software corrections and R&M improvements to be contained in future software updates Modeling, simulation and test environment/tools work required for weapon system and software sustainment. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Bell-Boeing is the sole developer, designer, and manufacturer of the V-22 aircraft. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort with the required schedule. Bell-Boeing is the sole source managing database requirements for the V-22.
